Niantic, Ct. 06357 Re: 23 Georgia Rd., Oakdale Ct. 06370 (Georgia Manor Condos) Certified Mail – Return Receipt Requested and Regular 1st Class Mail Dear Mr. Kelly, On May 29, 2019, the Town of Montville Fire Marshal, while conducting his annual inspection of the above referenced property, observed notable sags in the structure located there. He called my office and asked that I conduct an inspection to determine if there may be structural issues. I met him at the property to observe his concerns. As you may be aware, this office and other town agencies investigated water issues in unit 12 in 2012, and although no cause for the water was determined, while conducting that inspection I noted that the floor/ceiling of the unit was separating, indicating that the building may be settling into the ground. Based on what I saw, I required the association to have an engineer conduct a “structural condition assessment.” The assessment was conducted by CLA Engineering and a report issued to the property management company, who in turn furnished my office with a copy (attached). The report states in part that “We do not feel that the building poses an immediate safety threat. However, we feel that the magnitude of the settlement shows the building may be reaching the end of its serviceability without foundation repairs in the near future.” The report goes on to offer suggestions of what can be done to prevent further settling. During my visit to the property on April 29th, I noted that it appears the structure has settled considerably more since my visit in 2012. I contacted CLA to see if any further assessments have been conducted since their investigation in 2012 and was informed that they have only conducted observations of the continuing rate of settlement. These observations indicate that the building continues to settle, but they are not “structural condition assessments” and as such, do not give an indication of the structural condition of the building. Therefore, due to the concerns raised by our recent visit to the property and the fact that the latest “structural assessment” on file was conducted approximately seven (7) years ago, and no repairs have been made to the foundation, I must require that you enlist your engineer to conduct a current “structural conditions assessment” of the structure, to ensure that it has not deteriorated to an unsafe condition.
