Staff Comments
Faria Corp has been operating in the Town for over 50 years in the vicinity of Pink Row and Depot Road. It has recently purchased another company and needs to redevelop the property
to incorporate the new business. The current building has a watercourse (Oxoboxo Brook) that runs through it that is classified as Class B. Class B designated uses: recreational use:
fish and wildlife habitat; agricultural and industrial supply and other legitimate uses including navigation. Discharges restricted to: same as allowed in A and cooling waters, discharges
from industrial and municipal wastewater treatment facilities (providing Best Available Treatment and Best Management Practices are applied), and other discharges subject to the provisions
of section 22a-430 CGS. When the buildings were originally constructed some wetland areas were impacted and/or removed. The existing building is too old to be retrofitted. A new building
is proposed to incorporate the needs of the new business. The new project proposes to combine old and new buildings so that the business can be expanded while recognizing the importance
of the wetland functions.
The project is broken down into 6 regulated activities:
Activity 1: Clear and fill approximately 1,600 sq. ft. of wetlands to accommodate parking areas on the south western portion of the site. This is the only impact to a wetland area.
Activity 2: Create a new wetland with the clearing, excavating, and vegetating of a 1,200 sq. ft. detention/stormwater basin to treat parking lot runoff from the southwestern portion
of the area to be redeveloped. A foot path will be created to allow for better view of the water feature.
Activity 3: Clear and fill approximately 15,200 sq. ft. of buffer for parking.
Activity 4: Excavate 3,600 sq. ft. of impacted soil, place a geo-membrane on the bottom of the excavation and fill with clean rip rap stone.
Activity 5: Remove the existing undersized drainage pipe and excavate approximately 1, 200 sq. ft. to extend the existing swale to Oxoboxo Brook, armor the bottom and sides with rip
rap stone, remove invasive plants along the embankment and revegetate with wetland plantings.
Activity 6: Clear approximately 13, 200 sq. ft. of debris to facilitate water viewing for the proposed deck that will be attached to the old mill.
The Commission may want to schedule a site walk. The plan has been sent to the Town Engineer for comment.
Draft Motion
After giving due consideration to all relevant factors including those in Section 10 and or Section 4 of the Montville Inland Wetland Regulation and Section 22a-41 of the Connecticut
General Statutes, I move to approve application
213 IWC 10 Town of Montville Board of Education/Steve Carroll: An application for work within a regulated area for the placement of electrical lines within a regulated area on the property
located at 162 Chesterfield Rd, Montville, Ct. As shown on Assessor’s Map 30 Lot 2 (Bus Garage) as depicted on the plan titled “Electrical Upgrade Location Plan and the application and
narrative dated 8/6/13.
This is a conditional approval. Each and every condition is an integral part of the Commission decision. Should any of the conditions, on appeal from this decision, be found to be void
or of no legal effect then this conditional approval is likewise void. Should any of the conditions not be implemented by the applicant or his successors within the specified permit
time period, then this conditional approval is void.

Standard Reasons for Approval
1. The environmental impact of the proposed project does not have a significant effect on the inland wetland's and watercourse's capacity to support fish and wildlife, to prevent flooding,
to supply and protect surface and groundwater, to control sediment, to facilitate drainage, to control pollution, to support recreational activities, and to promote public health and
safety.
2. The Commission has determined that the relationship between the short-term uses of the environment and the maintenance and enhancement of long-term productivity will have no impact
on the surrounding wetland system
3. The proposed activity will not have irreversible and irretrievable commitments of resources.
4. The proposed project will not change the character and or add degree of injury to, or interference with, safety, health, or the reasonable use of property, including abutting or downstream
property.
5. The proposed activity use is suitable to the area.
6. The applicant has taken all feasible measures to mitigate the impact of any aspect of the proposed regulated activity.
