RE: Activity Report on Allen Drive
6/25/84 - Call on odor, sickness in children
6/25/84 - Inspection of the area by myself
6~25~84 - order to owner to sweeten the area (it was heavily limed)
original determination that malfunctioning pump caused overflow -
pump replaced (who replaced?) probably Norm Hickey - call Patty
Perrine. manager - outflow continued
7/6/84 site visited by H. R. Beetham, Jr. and others
7/10/84 - Don Capellaro and myself investigated and found probable
septic breakout
7/11/84 - Norm Hickey and I did dye test on Apartments 24 C & D
7/12/84 - dye test positive
7/12/84 - David Martin did water test on Apartment 24 A
SIDE ISSUES:
6/26/8 One Child - 24A has had intestinal problems and tests
have found certain bacteria & parasitic in stool
7/13/8 further tests to be_sent ,to State micro-biology lab
these reports will be attached to the file
7/13/8 - further dye tests at 16A and 20D - awaiting results
Further Action - water tests on all 3 buildings - 24 - down
renovate 24 C & D septic
Dye check 24A septic to see if this system also tied into
breakout
At this date we have (8/2/84)
Ordered the renovation of the leaching system serving 24 C &D
found o further outbreaks of sewage from 16, 20 and 24
Determined that the extent of the repair at 24C & D will be
determined y Don Capellaro, Principal Sanitarian, SERO, State
Health Department
As a farther note to septic problems in this area we are aware
of the breakout at #52 Allen Drive. At this time we have determined
with the cooperation of Mr. Capellaro that the system can be reno-
vated on a temporary basis to keep the septage in place until such
time as the sewer system in Phase II is complete.

Re: Sewage Overflow, 24 Allan Drive
(apartment building), Montville, CT
This is to confirm that on July 10, 1984 we observed evidence
of sewage seeping or overflowing to ground surface in a wet area
at.the rear of an apartment house located at #24 Allan Drive,
Montville, CT. It is understood sewage effluent from this dwelling
is pumped to a leaching area located on the rising hillside which.
is locate off the lawn area. A right-of-way for power lines also
crosses the upper portion of the property.
It was not apparent how sewage was getting to ground surface
except the area in question is at the lower terrain in the area of
the pump chamber and sewer pressure line going to the higher leach
system, It is understood the sewage pump and pump chamber recently
required some repairs. Such a condition is in violation of Section
19-13-B10 c(f) of the state Public Health Code and is to be abated.
It is recommended the owner(s) engage the services of a qualified
person to determine the actual source of sewage and to have corrective
measures taken.
Whit the permanent solution to the problem will be connection
to public sewers which are presently being installed on the street
and throughout the general area immediate improvement and correction
is indicated for this nuisance and public health problem.

This is to inform you that you have a septic problem
at these two locations.

This problem is serious enough to warrant the necessity
of a Professional Engineer to rectify the problem and to
guarantee,. by stamped plans, the solution.

O two different occasions I have witnessed conditions
which are beyond the scope of a licensed septic installer.
These conditions, by code, require a Connecticut licensed
Professional Engineer.
This is to be considered an abatement notice under the
Authority of Section 19-13-B103 c.(f) of the Public Health Code.
Further, under Section 19-13-B103b, Definitions (k) "local
director of health" means the local director of health or
his authorized agent. The necessity of a Professional
Engineer is shown under Section 19-13-B103d (c) 2. of the
Public Health Code.
The right to appeal this order is shown in Section 19-
103 of the Connecticut General Statutes (the right to appeal
this order within 48 hours to the Commissioner of Health).
It is hereby ordered that this condition be removed or
abated on or before the 9til day of~ 1982.
