(CLA) has received and reviewed the application materials for the above referenced project including : • A 17 sheet plan set prepared by H and H engineering and Boundaries LLC, dated 7/10/25 • A soil scientists’ letter prepared by Ian Cole CSS dated September 12, 2024 • A Stormwater Management Report prepared by H and H dated 7/10/25 • CLA has performed a review of the application documents and offer the following comments: Soil Scientist Report: • The second page of letter should clarify that the first flag series is 1 through 9. • The letter should indicate that surrounding land use especially down slope of the development. • The letter should discuss the potential for impacts. • The letter should indicate if there are any Natural Diversity Database concerns. Plans • Narrative o Provide an approximate end date for the project, both roadway and house construction. o Approximate duration in calendar days for major operations missing o List other possible permits (state, local, federal) that may be needed. o Provide the name of the body of water runoff eventually flows to o Indicate any LID measures being used in narrative. o Indicate in the narrative other documents considered part of E&S plan, (Hydrologic reports, boring logs, test pit logs, field infiltration results, soil reports etc.) o Indicate if construction will be phased or not. Will the bioretention basins be used as temporary sediment traps? How will runoff be controlled as the road is being boxed out? Is all excavation and fill to create the road and lots to take place at once? • Show silt fence barrier for development of individual lots. • Provide more substantial E&S barrier such as woodchip berms and silt fence or compost tube and silt fence. • Infiltration trench locations, if proposed needs to be called out on plans • Call out the location and areas of places that will be vegetatively stabilized • CLA notes that no direct wetland impacts are proposed.
