The documents are as follows: 1. An application form, stamped received Jan 9, 2026, prepared and signed by Victor Caprio Jr. 2. An email authorizing Victor Caprio Jr, to act as agent for Jill Moonheron in this matter. 3. A Wetland Conformance and Remediation Narrative stamped received Jan 9, 2026. 4. A Proposed Wetland Compliance Plan prepared by RLC dated January 8, 2026, scale 1+30’. The plan is not stamped. Future submittals need to be stamped by the engineer. CLA refers to our December 16, 2025 letter and notes that several of the items have not been addressed on the plan or in the narrative. Please note that the call out “Encroaching driveway to remain per on-site meeting” as shown on the January 8 Compliance Plan is incorrect and per the December 16, 2025 CLA letter that fill is to be removed and remediated. The original list or request from CLA’s December 16, 2025 letter and status is provided below. 1. The walls have not resulted in wetland impacts, and they are at the outer edge of the URZ. The Commission may wish to allow the owner to apply retroactively for these walls. If the applicant wishes to request permission for these walls, the plan should call out “wall within the upland review zone to remain” on the plan and provide the linear footage involved. 2. CLA recommends that the owner have the area of the former house seeded with the proper mix this spring. Note that this area was not meant to be lawn. The plan needs to call out this action and specify the seed mix. 3. CLA recommends that the stonewalls be removed. (see item 5) CLA Engineers, Inc. CLA understands that the Commission does not regulate driveway width and cover over culverts, however that the driveway should be built per zoning codes and at the proper elevation and any alterations may further affect wetlands and require permitting. For items 3,4, and 5, the engineer needs to show the redesigned crossing in detail and demonstrate conformance with the Town of Monville’s regulations to justify the additional fill. Will the additional stone that was placed in the wetland be removed, or is that being applied for under this submittal? 6. CLA recommends that the design engineer analyze the crossing as constructed and offer an opinion as to whether the culverts should be re-set at the proper elevation. This has not been provided and is important to the commission’s understating of potential hydrologic impacts. 7. CLA recommends that the fill be removed and the wetland restored. This needs to be shown. 8. CLA recommends that the fill be removed and the wetland restored. This has been addressed. Additional comments: 1. Quantify the additional proposed permanent and temporary wetland impacts and provide justification for them. 2. Provide E&S locations and details for the work proposed. 3. The area for the reserve septic has been removed from the revised plan and must be shown. 4. The plan needs a statement that staff will be notified 48 hours in advance of any work commencing. 5. The plan needs a statement that the work will be overseen by a certified soil scientist who will provide a completion report. Thank you for the opportunity to provide these comments.
