Dear Commission Members,
On behalf of Freeman Companies (“Applicant”), we respectfully submit this written petition requesting a waiver,
reduction, or delayed payment of the application fee pursuant to Section 20.2 of the Town of Montville Inland
Wetlands and Watercourses Regulations and Town Resolution #1714.
The proposed New London Turnpike Sidewalks & Rehabilitation Project involves the installation of approximately
0.75 miles of new sidewalk to establish continuous and safe pedestrian access between Route 82 and Route 32. The
project is intended to improve public safety, pedestrian mobility, and overall transportation infrastructure along this
corridor.
Limited work is proposed within the upland review area of Trading Cove Brook, including installation of approximately
240 linear feet of 5-foot-wide concrete sidewalk, roadway milling and resurfacing, construction of approximately 68
linear feet of embankment wall, guardrail resetting, ADA-compliant catch basin grate replacement, minor grading,
and related roadway adjustments. No work is proposed within the wetland or watercourse, and no cut, fill, or removal
activities are planned within Trading Cove Brook.
The project will implement erosion and sediment control measures, including silt sacks and double-row silt fencing, in
accordance with the 2023 Connecticut Guidelines for Soil Erosion and Sediment Control, to prevent impacts to
adjacent wetland and watercourse resources.
Based on the substantial public benefit provided by the project and the limited impact to regulated areas, the
Applicant respectfully requests that the Commission grant a full or partial waiver, reduction, or delayed payment of
the application fee pursuant to Section 20.2 of the Regulations.
