A review of our files and the assessors files for this property indicates that it has been used as a group home since 2007. Connecticut General Statue Section 8-3e, as listed below, governs the use of a single family residence as a community residence. Sec. 8-3e. Regulation of community residences for persons with intellectual disability,child-care residential facilities, community residences for persons receiving mentalhealth or addiction services and hospice facilities. (a) No zoning regulation shall treat thefollowing in a manner different from any single family residence: (1) Any community residence that houses eight or fewer persons with intellectual disability and necessary staffpersons and that is licensed under the provisions of section 17a-227, (2) any child-care residential facility that houses eight or fewer children with mental or physical disabilities andnecessary staff persons and that is licensed under sections 17a-145 to 17a-151, inclusive, (3) any community residence that houses eight or fewer persons receiving mental health oraddiction services and necessary staff persons paid for or provided by the Department of Mental Health and Addiction Services and that has been issued a license by the Department ofPublic Health under the provisions of section 19a-491, if a license is required, or (4) any residence that provides licensed hospice care and services to eight or fewer persons, providedsuch residence is (A) managed by an organization that is tax exempt under Section 501(c)(3) of the Internal Revenue Code of 1986, or any subsequent corresponding internal revenue codeof the United States, as from time to time amended; (B) located in a city with a population of more than one hundred thousand and within a zone that allows development on one or moreacres; (C) served by public sewer and water; and (D) constructed in accordance with applicable building codes for occupancy by eight or fewer persons who are not capable of self-preservation. I see that it is owned by Waterford Country School. My question is how is this property nowallowed to be a Group Home? They used to rent it out to single family's and my neighbor said it is now a Group home. The way I found this outis at 10:30pm last night there were multiple firetrucks at this house. I thought is was my other neighbor but they said it was this location andthat it has been turned into a Group home and that there has been Police over there multiple times and an Ambulance, and now,Firetrucks. We are not happy about this, especially to the fact that we haven't been notified or asked if this is something we want in ourneighborhood. I thought Montville was a single family only, so how is/was this permitted? It makes us and our Neighbor's veryuncomfortable since there has been all this activity, like "what will happen next".
