The Town of Montville is proposing to convey (transfer ownership of) a small parcel of land—
approximately 0.11 acres—to Elaine Malchman. It is being requested the Planning and Zoning
Commission perform an 8-24 review to determine if this transaction should be performed.
Summary of the Proposal:
Location: The parcel is situated on the northerly side of PTA Lane, adjacent to 1905
Norwich-New London Turnpike, a property already owned by Elaine Malchman.
Boundaries: The parcel is bordered by:
o Elaine Malchman's current property to the north.
o PTA Lane to the south.
o Norwich-New London Turnpike (Route 32) to the west.
o Property formerly owned by D&W Investments to the east.
Purpose: To accommodate and allow property owner to incorporate town-owned land
into their parcel for personal or developmental use.
This proposal is documented in a survey plan prepared in March 2025 and revised on April 8,
2025, outlining the exact metes and bounds of the land to be conveyed.
