Brush, Chair Montville Town Hall 310 Norwich-New London Turnpike Uncasville, CT 06382 Re: Ebdath Chowdhoury Residential Development Glen Road Montville, CT CLA-8020 Project Description This project proposes the construction of a residential 5-bedroom home on the 11.5-acre lot. This home will include an onsite 1500-gal concrete septic tank and leaching fields. A retaining wall will be constructed next to the home. A well will be installed on the property just below the home for drinking water. There will also be a few drainage features installed including, curtain drain constructed of 6” pvc attached to it, a rip rap inlet with a 12” HDPE pipe which leads to a rip-rap drainage outlet, and a footing drain and a riprap footing drain outlet. All of this would be outside of the 50-foot upland review area and accounts for most of the site disturbance. Some of the proposed development is located within the 50-foot upland review area which includes the riprap outlet for the slope drain and part of the driveway which accounts for 6,500 square feet of disturbance. This proposal also calls for construction that would cause 4,200 square feet of disturbance within the regulated wetland area. This includes the construction of a driveway that leads up to the house and the installation of modified riprap inlet on the side of the driveway with a round 12” concrete pipe going under the driveway feeding to a riprap outlet. This would help redirect stormwater away from the driveway. The reason for these proposed activities being within the regulated area is due to the adjacent property line. Since the neighboring property cuts into the regulated area, the only place for a driveway onsite would be through the wetlands. The part of the driveway connecting to Glen Rd which goes through the regulated area is designed to have the least amount of disturbance. The work in the wetland would likely be completed by September or October of 2025 and the remaining work for the project would be completed by the end of 2026. CLA Engineers, Inc. Large trucks and a drill rig will also be needed to transport fill and to install the well. The soil removed during grading will be stockpiled onsite outside of the 50-foot upland review area. The fill material that will be used for the septic system and the driveway within the flood zone and regulated areas will consist of clean sand or sand & gravel free from any organic matter and foreign substances. There will be about 600 cubic yards of wetland and flood zone filled and a total site net cut of 360 cubic yards. To offset the wetland and floodplain area being filled, 545 cubic yards will be excavated from upland to re-create floodplain storage area. Overall, there will be about 75,430 square feet of disturbance on this site.
