The unnamed stream flows westward across the property and later joins Bogue Brook, part of the Niantic River system. The stream flows above ground through private property and below ground at road crossings. The surrounding neighborhood is zoned residential (R-20 and R-45) per the most recent update of the Town of Montville Zoning Regulations and is currently developed for medium-density single-family residential use. The stream receives stormwater runoff from the upgradient neighborhood and is therefore subject to highly variable water flows and velocities. The stream crosses Beechwood Road via a 36” reinforced concrete pipe before discharging into a natural stream channel located on #62 Beechwood Road. Insufficient erosion protection at the point of discharge and of immediate downstream areas have caused (and continue to cause) significant erosion of the downstream channel and is encroaching towards the residence of #62. The characteristics and functions of the wetland associated with these properties are described in more detail in a Wetland Report Letter attached with application. The project aims to realign a section of the underground conveyance system and prevent future erosion by reinforcing the areas associated with the point of discharge and immediately downstream. A site preparation plan, erosion and sedimentation control plan & narrative, stormwater management plan, and construction details are included on the attached Site Improvement Plans. Work will be conducted on both #62 and #66 Beechwood Road. In general, construction stormwater and erosion and sedimentation measures throughout the work area will be managed as follows: - A suggested construction sequence for the site preparation and erosion and sedimentation control measures are included in the plans. - Silt fence and haybales will be provided and maintained downgradient of disturbed soils to delineate the limits of construction and protect the surrounding area from sedimentation. The proposed development will temporarily disturb approximately 3,460-square feet of wetland and work is also proposed within the inland wetland regulated area.
