(MBI) is pleased to submit the following information regarding a wetland delineation performed for the above referenced property on March 14, 2024. The purpose of the work was to evaluate the presence of wetlands on the property to assess the feasibility and layout for a proposed single-family residence. Site Description The subject property consists of the southern portion of an approximate 55-acre property located along the north side of Chesterfield Road. This portion of the property (study area) includes a shallow pond (Chester Pond), approximately 4 acres in size, a single-family residence along the north side of the road, and a dirt road/path leading north from the residence to a shed located on a hillslope above the northwest portion of the pond. The dirt path includes a culvert allowing water to pass from west to east from a wetland area west of the path to the fringe wetlands associated the pond. A site location map is provided as Figure 1. An aerial view of the property is provided as Figure 2. Photographs of the wetland areas are provided as Attachment A. Wetland Delineation On March 14, 2024, MBI’s Soil Scientist Martin Brogie, LEP reported to the site to assess the presence of wetlands and watercourses/intermittent watercourses in accordance with the definitions provided in Connecticut General Statutes Section 22a-38 definitions (15) and (16) including: soil types designated as poorly drained, very poorly drained, alluvial, and floodplain by the National Cooperative Soils Survey; and, rivers, streams, brooks, waterways, lakes, ponds, marshes, swamps, bogs and all other bodies of Wetlands Delineation Report 339 Chesterfield Road – Oakdale, Connecticut March 25, 2024 Page | 2 water, natural or artificial, vernal or intermittent. In addition, intermittent watercourses defined as having a permanent channel and bank and the occurrence of two or more of the following characteristics: evidence of scour or deposits of recent alluvium or detritus; the presence of standing or flowing water for a duration longer than a storm incident; and/or the presence of hydrophytic vegetation were delineated. MBI accessed the property via the main driveway off of the north side of Chesterfield Road adjacent to the residence and proceeded east from the driveway to the southwest portion of the pond. Wetland delineation commenced at WF#1 along the toe of slope where poorly-drained soils were identified. The line was consistent with a large Phragmites stand which occupies the majority of the wetland fringe on the west side of the pond. The line continued westward along the south side of the pond fringe and entered the northwestern portion of the yard and along the southern extent of the culverted path area containing rubble fill material. The line continued westward beyond the path along the south side of a vegetated wetland containing Red Maples and Spicebush. The line terminated at a stone wall located along the western property boundary with wetland flag WF#20. MBI proceeded next to the northwestern portion of the pond, below and beyond the location of the proposed residence. Here the new wetland line was commenced with wetland flag WF#100 near the toe of slope. The line extended westward and wrapped up the slope to the southern edge of the existing path/road and then proceeded to the road just north of the culvert. Wetland soils were encountered within the road (below fill) and the line continued across the road and then turned northwest finding the northern edge of the wetland limits. The line proceeded westward to the western property boundary ending at wetland flag WF#124. Connecticut inland wetlands consisting of poorly drained soils were found in association with the pond in the southeastern portion of the study area. The Natural Resource Conservation Service (NRCS) identifies open water associated with the pond and Charlton-Chatfield Soil Complex (upland soils) west of the pond. No wetland soils are mapped west of the culvert/path. Charlton-Chatfield soils are consistent with the land located north of the delineated wetlands. The soil survey map is provided in Attachment B. Hydrology The delineated wetland area is located along the bottom of sloping land that extends northward and includes rock outcroppings and steep slopes. The wetland area west of the path consists of seeps emanating from the west and the north. This wetland area drains eastward and is directed to a culvert below the dirt path. The pond hydrology appears to represent the groundwater surface and also includes various seeps infiltrating from the edge of water. Vegetation The subject study area consisted of a Red Maple Swamp to the west of the dirt road including Spicebush, Highbush Blueberry, Multiflora Rose and Greenbriar. The area around the pond was dominated by Phragmites to the southwest and west. Buttonbush was noted within the northwest pond edges and High Bush Blueberry, Red Maple and Greenbriar were noted along the wetland edges.
