Applicant Request: Regulated activities within the upland review area in conjunction with the
regrading/loam/seed of yard, cutting of trees, planting of trees, install of a patio and retaining
wall, and overall clean up of the area in and around wetlands.
Activity Description:
Wetland Disturbance Area Applicant states approx. 0 SF Watercourse/Waterbody Disturbance Area 0 LF
Upland Review Disturbance Area Applicant states approx. 435.6 SF
STAFF COMMENTS:
- This Application is for regulated activities within the upland review area to regrade/loam
& seed yard, cut & remove a dead tree, plant arborvitae trees, install a patio & retaining wall, and
general clean up of the area.
- The property is located on .19 acres in the R-20 zoning district with frontage onto Haughton
Cove. The property is currently developed with a single-family residence, constructed in 1938.
- On May 21, 2024 the Applicant contacted our office after a load of loam he had delivered
to the property was dumped within the URA. A Site Inspection was conducted, a copy of which is
attached. It was determined that the loam had been dumped in the “open space” and almost into
the wetlands. The Applicant immediately installed silt fence to prevent any dirt from entering the
waterway. The Applicant was made aware that no further activity could continue until such time
as a Wetlands Permit was obtained.
- On June 4, 2024 the Applicant submitted an Application, Narrative and GIS Diagram with
all of his anticipated improvements noted accordingly.
- The Applicant is aware of the “open space” which runs parallel to his property. As part of
this Application, the Applicant is proposing to clean up this area; including the removal of all trash,
old tires, tree stumps and limbs. His intension is to keep this area clear of debris.
STAFF RECOMMENDATION:
Staff recommends the IWC receive and review Application 24 IWC 5, set a date for a site walk
(if desired) and table the application to the July 18, 2024 meeting.
