HomeMy WebLinkAboutZP File Notes C:\Users\sradford\Desktop\ZP File Notes-38 Riched Lane.doc ZONING PERMIT APPLICATION FILE NOTES Applicant: Vincent Slonus (860-625-2946) Property Address: 38 Riched Lane, Uncasville, CT Proposed Project: Proposed 18’ round above ground pool Inspection Date: 9/1/2023 @ 9 AM 8/21/2023: Applicant came into office to apply for a Zoning Permit for the install of a 18’ round above ground pool. When I met with Applicant and printed the GIS of the property, it was noticed that there is a small stream that goes through the property. I had the Applicant drawn in where he would like to install the pool and told him that I needed to speak with the Asst. Planner (interim ZEO) to find out if placement would be acceptable because of the 40’ rear set back requirement. Discussed situation with Meredith and she made me aware that rear and side set backs for in above ground pool would be 10’ (without the addition of a deck). In light of the fact that there is a stream, the pool would have to be 50’ from the stream. She suggested that we sit down with Liz to discuss in more detail. 8/29/2023 Met with Liz & Meredith to discuss placement of pool. Liz said that the stream may not even be present on the property and/or the wetlands may have been filed in when the sub-division was created. She instructed me to pull the sub-division map and see if the wetlands are shown on any maps. If not, we would need to do a field inspection to see if the stream exists. 8/30/2023 Did research and found the sub-division maps but nothing showed the wetlands. I called the Applicant and explained the situation. He gave permission for a field inspection, even though no one would be at home to meet with us. I inquired about the stream and he said that the stream only exists when it rains and it is more of a “run-off” than a “stream”. He said he would not be against doing an oval pool up against the existing deck. I told him that we would do the following: 1. exam the stream to confirm if it is in fact “wetlands” 2. look at placement of 18’ round pool, as painted on ground 3. look at current deck to see if oval pool would work 9/1/2023 Meredith and I did the inspection of the property (see attached Inspection Report). There is a stream (wetlands) which does run through the property (pictures taken). We looked at the site where the Applicant proposes to put the 18’ round pool and this would be possible but only with IWC approval. Strict guidelines would need to be implemented confirming that this pool would NEVER BE ALLOWED TO HAVE A DECK. The oval pool off of the existing deck would not be possible because that would require a 40’ rear set back. Applicant was made aware and advised how he would need to proceed.
