(Weston & Sampson), on behalf of VCP Montville LF, LLC (Verogy), is submitting this Inland Wetlands Application Form in support of the proposed solar PV project on the closed municipal landfill located at 669 Route 163 (Oakdale Road). This letter provides the information required under Section VII of the Town of Montville Inland Wetlands Application. Additional required information is attached. Please note that this has been updated from the June 6, 2023 submittal as the proposed work within the upland review areas have been updated based on Town comments. PROPOSED PROJECT DESCRIPTION The proposed project is a 600 KW AC solar PV development that will be approximately 2.5 acres and will be located on the top of the capped landfill. The project will be constructed using low-ground pressure earthwork equipment and all solar PV components will be located above-ground to minimize potential impact to the landfill. Design plans that include the location of the solar array, the access road, and ancillary equipment are included in Attachment 1. The project will be constructed by placing gravel or crushed stone material on the vegetated layer of the landfill to level the areas beneath the concrete ballast block foundations. The precast foundations will be placed on top of the gravel/crushed stone leveling material and the racking will be installed above the blocks. Following racking, the solar PV modules will be installed, and then electrical wiring will be performed. The electricity generated by the facility will run through inverters and a transformer which will be located on an equipment pad located at the top of the landfill. Electric conduit will run from the transformer down the side of the landfill on above-ground concrete support blocks. Once off the extents of the cap, the conduit will run underground, below the existing access road and ultimately connect, via new utility poles, to the existing electrical infrastructure located on Route 163. The gravel material is generally placed with a skid steer and ballast blocks are generally placed with an excavator (both track-mounted); however, equipment use is subject to change pending the means and methods selected by the contractor. The proposed project will have minimal impact within the 50’ upland review area adjacent to the on-site wetlands, with only two small areas of the proposed project within the outermost edges of the upland review area. Stabilization and maintenance of the existing access road, if necessary, will occur within approximately 386 square feet (sf) of the upland review area on the western side of the site. This work may include placement of additional gravel base material to accommodate construction traffic up to the landfill. Subsurface electrical conduit will run from the eastern side of the access road to above-ground utility poles. There is an area of approximately 940 sf within the upland review area where the proposed trench will pass through. This disturbance will be temporary as, once the conduit is installed, the area will be stabilized and re-vegetated. Note that sediment barriers are proposed to consist of compost socks as installation of silt fence would require trenching which is prohibited on the landfill.
