Dear Mr. Kirby:
On behalf of Atlantic Broadband (CT), LLC (“Breezeline”), Civilworks New England
(CNE) hereby submits this response to comments received from Uncas Health District
(UHD) on the subsurface disposal system submission associated with the office building
proposed at the existing Breezeline telecommunication/broadband facility at the above
referenced location.
UHD comments are provided below along with our responses to each in italics.
The 13 sheet site plan set entitled Site Plan Breezeline Uncasville, CT as revised
02/13/23, is being resubmitted with this letter. This plan set includes Septic System
Plan SS-2 as sheet 13. Previously submitted sheet SS-1 has been incorporated into
other sheets in the full plan set.
1. The application to the Planning and Zoning Commission states that there will be two
full time employees and up to eight transient employees. The application to the Uncas
Health District and the basis of the design of the septic system is for seven employees.
If up to eight transient employees may use the facilities in a day. The design of the
septic system should be based on ten employees.
Response: The office building has been downsized to 912 SF. Based on the CT
design flow regulations for office uses of 1 employee per 200 SF, 4.5 employees result.
However, the maximum building occupancy allowed by codes is seven (7). Therefore,
the system design is based on a total of seven employees to be conservative. The
original system was based on seven employees so no system design change is
required.
2. The percolation test data, including the depth, presoak time and all readings are to
be included on the plan.
Response: All percolation test data has been added to the Septic System Plan sheet
SS-2 (please see the box just below the septic tank detail).

3. A test hole must be dug in the reserve area.
Response: The reserve area has been relocated to be in close proximity to test pits
TP-A1 and TP-A2 so that an additional test pit is not required.
4. The design is to be based on TP-A3 which is in the area of the system, not TP-A2
which is 25’ upgrade.
Response: The bottom of the disposal system has been raised 0.1 feet to be a
minimum of 4 feet above the bottom of TP-A3.
5. Prior to the start of construction, the building and system are to be staked by a
licensed engineer or surveyor.
Response: Septic System Note 8 on sheet SS-2 has been revised to provide this
language as required.
