BOX 1166, DOVER, NH 03821 1 | 689 Old Colchester Road, Uncasville, CT February 16, 2023 Ms. Liz Burdick, Director Town of Montville Department of Land Use and Development 310 Norwich-New London Turnpike Uncasville, CT 06382 Re: Atlantic Broadband (CT), LLC 689 Old Colchester Road, Uncasville, CT Parcel ID: 030-089-00A CNE Reference No. 22102 Dear Director Burdick: On behalf of Atlantic Broadband (CT), LLC (“Breezeline”), Civilworks New England (CNE) hereby submits this response to comments received from CLA Engineers, Inc. on the site plan submission associated with the redevelopment and improvement of the existing Breezeline telecommunication/broadband facility at the above referenced location. CLA Engineers comments are provided below along with our responses to each in italics. The 13 sheet site plan set entitled Site Plan Breezeline Uncasville, CT and Stormwater Management Report by CNE, both documents as revised 02/13/23, are being resubmitted with this letter. 1. The signage for handicap parking must be shown in accordance with CT standards. Response: A handicap parking sign that complies with CT standards has been added to the details on the site plan set (sheet 10). 2. Limits of clearing must be shown. Response: The limit of clearing line has been added to the Site Plan. 3. A note must be added to the plan regarding exterior lighting with full cut off at the property lines. Response: The requested note has been added to the Utility Plan (sheet 6, upper right corner). It should be noted that the number of pole-mounted site light fixtures has been reduced to one. The weir detail indicates riprap on both sides of the weir, it must be coordinated with the site plan. Response: The weir has been modified with the re-designed stormwater management system and detailed accordingly. The rip-rap has also been clarified and coordinated with the Grading and Drainage Plan (sheet 5) as revised. 5. Is a dumpster pad proposed for the site? Response: A 2 cu.yd. dumpster is proposed. This is now depicted on the Site Plan (sheet 4) along with a concrete pad and gated enclosure fence. Details for such are provided on sheet 10. 6. Stormwater quality calculations must be submitted. Response: Stormwater quality calculations for Water Quality Volume (WQV) and sediment forebay are provided. The infiltration basin has been modified so that the WQV is entirely retained within the infiltration basin below the outlet weir slot invert. And, the forebay volume provided on the plan is approximately 3 times the required volume to be conservative. The basin modifications and forebay are depicted on the Grading and Drainage Plan and details for such are provided on sheet 12. 7. A temporary sediment pond must be shown with supporting calculations. Response: A temporary construction-stage sediment basin is shown, along with supporting calculations, on the Erosion & Sediment Control Plan (sheet 7). 8. The site conditions and spot grading appear either to allow ponding and/or to direct flow towards the neighbor’s home. Response: Available GIS contours from CT sources have been added to the site plan downgradient of the infiltration basin to demonstrate that runoff will not be directed towards the neighbor’s house. Further, the outlet of the basin has been moved to the northwest so that overflow is directed down the side of the site driveway. Peak flow rates and volumes of runoff to the abutting property will be reduced for all design storms at both design points. 9. A planted buffer may be appropriate at the southerly corner of the site. Response: Five (5) evergreen trees are provided in the southwest corner of the site to provide an enhanced vegetated buffer to the neighbor. CIVILWORKS NEW ENGLAND 71 7th STREET – P.O. Response: A site specific Erosion & Sediment Control Plan (sheet 7), Erosion & Sediment Control Notes (sheet 8) and Erosion & Sediment Control Details (sheet 9) are now provided in the plan set. 11. An E&S Control Bond Estimate must be provided for review. Response: A site contractor or Construction Manager, who has estimated the amount for erosion and sediment control, is not yet on the project team. However, CNE estimates the cost of erosion and sediment control to be approximately $5,339 as indicated in the enclosed spreadsheet. Adding a 10 percent contingency to this amount results in a E&S Control Bond Estimate of $5,875. Thank you for your continued attention to this matter.
