MINUTES
May 14, 2002
7:30 P.M.
The May 14, 2002 meeting of the Montville Planning & Zoning Commission was called to order at 7:30p.m.by COMMISSIONER MAJEWSKI
Present were COMMISSIONERS MAJEWSKI, BARON, MARCUS, FERRANTE, TRYON and MAY. Absent was COMMISSIONER CLARK-WILSON.
Minutes:
A motion was made by COMMISSIONER FERRANTE SECOND by COMMISSIONER MAY to accept the minutes of the April 23, 2002 meeting. Voice vote -All voted in favor. MOTION CARRIED. MINUTES APPROVED
Correspondence:
SCCOG NEWSLETTER: A newsletter received from SCCOG.
A resignation letter received from William Tinnel.
New Business:
Capitol Plan 2002-2003: The mayor presented the plan to the COMMISSION.
RTT Development: An application for a 4-lot subdivision on property located on the corner of Forsyth Road and Old Colchester Road, Oakdale, Ct. Shown on Assessor’s Map 44 Lot 1. A
MOTION by COMMISSIONER BARON SECOND by COMMISSIONER MARCUS to TABLE to next meeting pending the Wetlands Commission action May 16, 2002. Voice vote -All voted in favor. MOTION CARRIED.

Chestnut Ridge Associates LLC: An application for a 8-lot subdivision on property located at 143 Simpson Lane and 82 Pires Drive, Oakdale, Ct. Shown on Assessor’s Map 38, 39 Lot
50, 86. . A MOTION by COMMISSIONER FERRANTE SECOND by COMMISSIONER TRYON to TABLE to June 25, 2002 meeting pending the Wetlands Commission action. Voice vote -All voted in favor.

Len Wallach: An application for a site plan review for construction of 62 (10’ x 10’) mini storage units in two separate out-buildings, associated grading, filling, drainage, retaining
walls and fencing on property located at 130 Norwich-New London Turnpike, Uncasville, Ct. Shown on Assessor’s Map 67 Lot 37. A MOTION was made by COMMISSIONER BARON SECOND by COMMISSIONER
MARCUS to TABLE to next meeting. Voice vote -All voted in favor. MOTION CARRIED. APPLICATION TABLED
Zoning Issues:
Staff reported to COMMISSION that total of 68 inspections for junk vehicles have been completed in April and 20 so far in May. Out of the 88 complaints, 16 were referred to the Health
Department for debris.

Old Business:
Capitol Plan 2002-2003: A MOTION was made by COMMISSIONER BARON SECOND by COMMISSIONER FERRANTE to recommend approval of the Capitol Plan to the Town Council. Voice vote -All voted
in favor. MOTION CARRIED.
Elton Court: A revised plan submitted for road acceptance for Elton Court, Uncasville, Ct. The Town Engineer does not recommend acceptance at this time. A MOTION by COMMISSIONER FERRANTE
SECOND by COMMISSIONER TRYON to CONTINUE to next meeting. Voice vote -All voted in favor. MOTION CARRIED. APPLICATION TABLED
C & D Development LLC: An application for a site plan review for the construction of a new oil change center and car wash for property located at 4 Fort Shantok Road and Route 32, Uncasville,
Ct. Shown on Assessor’s Map 107 Lot 28. Staff presented the plan to the commission. Scott Baletta, representative of DiCesare Bentley, made a presentation to the COMMISSION regarding
the drainage proposal. Mayor Beetham spoke against the application. A MOTION by COMMISSIONER FERRANTE SECOND by COMMISSIONER TRYON to APPROVE the site plan.with conditions (*). Voice
Vote - All voted in favor. MOTION CARRIED. APPLICATION APPROVED.

A MOTION was made by COMMISSIONER TRYON SECOND by COMMISSIONER MAY to break for 5 minutes.
The meeting was called back to order at 8:35 pm by COMMISSIONER MAJEWSKI.
Jennie Drive: Road acceptance for Jennie Drive, Oakdale, Ct. Staff presented to the COMMISSION a letter from the Town Engineer which recommended final acceptance of the completed road
and the performance bond shall be substituted with a maintenance bond. A MOTION was made by COMMISSIONER FERRANTE SECOND by COMMISSIONER MAY to forward a positive recommendation to
accept Jennie Drive to the Town Council. Voice Vote - All voted in favor. MOTION CARRIED.
A MOTION was made by COMMISSIONER FERRANTE SECOND by COMMISSIONER TRYON to release the performance bond and SET the maintenance bond at $3100.00 in accordance with Section 6.11 of the
Subdivision Regulations. Voice Vote - All voted in favor. MOTION CARRIED.
Other business to come before the Commission:
Regional Housing Study: A brief presentation was given by staff regarding the study.
Adjourn: A MOTION by COMMISSIONER FERRANTE SECOND by COMMISSIONER MAY to adjourn. All voted in favor. Meeting adjourned at 9:05 P.M.
