The September 10, 2002 meeting of the Montville Planning & Zoning Commission was called to order at 7:30 pm by COMMISSIONER MAJEWSKI Present were COMMISSIONERS CLARK-WILSON, FERRANTE, MAJEWSKI, MARCUS, MAY, POLHEMUS and TRYON. Absent was COMMISSIONER BARON. Minutes: A MOTION was made by COMMISSIONER CLARK-WILSON SECONDED by COMMISSIONER TRYON to accept the minutes of the August 23, 2002 meeting. Voice vote -All voted in favor. MOTION CARRIED. MINUTES APPROVED Correspondence: Email from COMMISSIONER BARON – unable to attend the meeting this evening. Traffic Counts: A graph of the traffic counts for Mohegan Sun Blvd./Sandy Desert Road for July & August 2002. A MOTION was made by COMMISSIONER CLARK-WILSON SECONDED by COMMISSIONER TRYON to amend agenda to move item 9b to be heard before item 5. New Business: NONE Zoning Issues: Oxiby Farms, LLC: A letter received by Law Offices of Michael F. Dowley regarding the request to issue a zoning permit for the pedestrian bridge which was permitted by Wetlands. Public Hearing: NONE Old Business: Wayne Bartling: An application for a zone change from R20 to C1 on property located at 1536 & 1552 Route 32, Uncasville, Ct. Shown on Assessor’s Map 91 Lots 9 & 10. A MOTION was made by COMMISSION CLARK-WILSON SECONDED by COMMISSIONER TRYON to DENY the application for a zone change from R20 to C1 on property located at 1536 & 1552 Route 32, Uncasville, CT. ROLL CALL VOTE –COMMISSIONERS CLARK-WILSON, FERRANTE, MAJEWSKI, MARCUS, and TRYON voted in FAVOR of the application. COMMISSIONER MAY voted AGAINST the motion. COMMISSIONER POLHEMUS abstained from voting - 5-1 – MOTION CARRIED. Chestnut Ridge Associates LLC: An application for a 8-lot subdivision on property located at 143 Simpson Lane and 82 Pires Drive, Oakdale, Ct. Shown on Assessor’s Map 38, 39 Lot 50, 86. TABLED Other business to come before the Commission: Pine Ridge Estates Subdivision: A request for a 45% bond reduction. The amount of original bond is $1,450,000. The 45% reduction amount equals $652,500. The remaining amount of the performance bond will be $797,500. A MOTION was made by COMMISSIONER CLARK-WILSON SECONDED by COMMISSIONER MARCUS to GRANT the 45% bond reduction. Voice vote -All voted in favor. MOTION CARRIED. 8-24 Review: A review for the acquisition for property located on Pink Row (Antonio property). Shown on Assessor’s Map 74 Lot 40. Mike Hillsberg, Finance Director, gave a brief presentation of the history of this property to the COMMISSION. A MOTION was made by COMMISSIONER TRYON SECONDED by COMMISSIONER MARCUS to FORWARD POSITIVE RECOMMENDATION to the Town Council requesting an environmental assessment of the property be done before purchase by the Town and plans be prepared for appropriate clean up of the property. Adjourn: A MOTION by COMMISSIONER MAY SECOND by COMMISSIONER TRYON to adjourn. All voted in favor. Meeting adjourned at 8:35 pm.
