B.) DESCRIPT70N OF PROPOSED DEVELOPMENT The proposed development of this property includes construction of single family dwellings on each of 6 building lots. - and for each lot, construction of a driveway, a subsurface sewage disposal system, a potable water supply well and service connection, a footing perimeter drain and outlet. and other utility services (e.g. Telephone, Electric and Cable TV). The development of each iot will also includenclude associated soil removal andlor filling, grading, etc. C.) SEQUENCE OF DEVELOPMENT The following sequence of development shall be followed for each lot. No site development for a lot shall begin until the herein stated soil erosion and sediment control plan has been certified and those control measures scheduled for installation prior to site development have been installed and are functional. 1. EROSION AND SEDIMENT CONTROL PROCEDURES The following protective erosion and sediment control measures, as may be also indicated on the plan. shall be put in place for the development of the lot. Once in place, all erosion and sediment control measures shaft be continuously maintained throughout the remainder of the construction period. In general. erosion and sediment control measures shall be put in place prior to disturbing the land. After installation of the initially prescribed measures. additional measures may be required to address field conditions as ordered by the Town of Montville or its designated agent(s). All erosion and sediment control measures and construction practices shall be as described herein and as further detailed in the Connecticut Guidelines For Soil Erosion And Sediment Control' (Revised 1988) and amendments. as published by the Connecticut Council On Soil And Water Conservation. A) Install staked geotextile silt fence barrier downslope of proposed construction activities andlor across natural and temporary drainage paths. prior to beginning any construction activities or disturbance of the existing sot/ on the lot. B) Construct anti -tracking pad construction entrance at beginning of driveway location adjacent to existing road, drive or right of way. C) Construct temporary surface drainage swales as required, 0) Install staked haybale andlor sift fence perimeter bamer around topsoil and subsoil stockpile area(s) immediately after stockpiling occurs. E) Loam, fertilize and seed andlor permanently mulch finished site upon substantial completion of construction and finish grading. 2. LAND -DISTURBANCE Insofar as possible, disturbance of the land shall be limited to the minimum amount necessary to complete the proposed development. All trees and shrubs shad be conserved except those whose removal is required to install the proposed work. The limits of disturbance shalt be established in the field prior to starting any actual construction activities and shall be generally as shown by the topographiclsite development plan drawings. 3. SEQUENCE OF CONSTRUCTION The first construction operation to be performed after Installation of the initially prescribed erosion and sediment control measures shall be the construction of the individual driveway access to the site, which shall include the clearing and rough grading for the proposed driveway from the anti -tracking pad construction entrance at the existing road, drive or right of way to the vicinity of the proposed house. The proposed driveway location shall be cleared of trees, vegetation, stumps, large rocks and other obstacles, and the topsoil shall be stripped for this area. The topsoil shall be stockpiled in a location nearby the work area, and the stockpile ringed with a protective haybale or slit fence barner for erosion and sediment control, as described above. Immediately following the rough grading for the driveway, the driveway roadbed shall be stabilized with compacted gravel or aggregate, and the shoulders heavily mulched with hay, wood chips or a similar material, or temporarily seeded. Upon the completion of the driveway roadbed, the driveway shall be used as the sole access to the site throughout the construction period. Following the driveway construction, the earthwork and other construction actrvilles shad then proceed in the following recommended order: A) Clear, strip topsoil, excavate, rill, stockpile andlor tough grade as necessary to begin the construction of the proposed foundation and other related work, Any excess subsoil resulting from the earthwork operations which must be temporanly stockpiled during the construction period Shall be placed in separate pile(s) adjacent to the stockpiled topsoil within the protected area as indicated on the plan. If the stockpiled sods are to remain in place for an extended period. the stockpile shall be seeded with a temporary vegetativeve cover or otherwise stabilized in an approved manner Construct foundation and footing perimeter drain and outlet, and backfill. C) Construct house. -install subsurface sewage disposal system, potable water supply servicece connection. well and water service connection. and install other utility services. D) Fine grade and permanently stabilize disturbed areas, Depending upon scheduling, construction access considerations, or other site requirements, it may be necessary andlor feasible to change the order of the above steps-) 4. FARTHWORK .OPERATIONS DURING CONSTRUC770M Grading taking place as the site is excavated and filled shall be done in a manner to allow drainage toward diversion ditches and erosion and sediment control bamers- Haycaie or silt fence erosion and sediment control checks shall always be placed immediately after a cut SAOPO has been graded and before a fill slope has been made. Concentrated runoff shad not be pen?WW to overflow newly graded areas, haybale barriers, silt fences or other erosion and sediment control measures. Sort stockpiles shall be placed in approved locations away from natural or creates watercourses and drainage ditches, and tinged with protective haybale or silt fence bamers. 5. STA fftUZAT70N A) Following the substantial completion of the house exterior. (e.g. SKOV and shingling), all disturbed soil areas surrounding the house and the driveway in the vicinity of the house shall be fine graded and permanently or temporanly stabilized. as determined by continuing construction activities or the season. All disturbed areas. regardless of their location on the site, shall be fine graded and stabilized as soon as practicable following substantial completion of proposed construction. B) Insofar as is seasonably possible, all disturbed areas shall be stabilized by establishment of a permanent seedbed or installation of permanent mulching immediately following finish grading. If final grading must be delayed for more than 30 days after the land disturbance activities are completed andlor if permanent seeding is not seasonably possible within 30 days of completion of final grading, temporary soil stabilization measures consisting of heavy mulching or temporary seeding shalt be performed. This shall also apply to stockpiled topsoil and subsoils. Temporary seed mixture shall be perennial ryegrass. Seed shall be applied at a rate of 2 lbs.11000 sq. ft. Limestone shall be applied at a rate of 90 lbs./1000 sq. ft. Planting dates shall be March 15 to June 15 and August 1 to October 1, Temporary mulch shad be weed -free hay or straw, or air-dried wood chips free of coarse matter, treated with 12 lbs. of nitrogen per ton- Application rate for the mulch shall be 70 to 90 tis./1000 sq. ft, for 'hay or straw, and 185 to 275 lbs.11000 Sq. ft. for wood chips. C) Where a permanent seedbed is to be established, there shall be a minimum depth of 4 inches of topsoil spread. fine -graded and raked to remove large stones and other debris. Limestone shall be applied at a rate of 3 tonslacre, and 10-20-10 or 10-20-20 fertilizer shall be applied at a rate of 220 lbs -/acres. Lime and fertilizer shall be worker ;nto the topsoil uniformly to a depth of 4 inches with a wisk, a springtooth harrow or other suitable equipment following the finish contours. The seed mixture- for all finished grass areas shall be as follows: Kentucky Bluegrass 45% 20 lbslacre .45 ibs11000 sq- ft. Creeping Red Fescue 45% 20 113slacre 45 lbsll 000 sq. ft. Perennial Ryegrass 10% 5 lbs/acre 10 lbs/1000 sq. R. Seeding shall be performed only during the periods of April 15 to June 15 and August 15 to September 15. Immediately following seeding, the seeded surface shall be mulched with straw or hay free from weeds and coarse matter at a fate of 70 to 90 Jbs/1000 sq. ft. Mulch shall be anchored immediately after spreading by application of liquid mulch binder or mulch netting applied in accordance with the manufacturer's recommendations. 6. PERMANENT MULCHING Where permanent mulching is desired or required for stabilization or decorative purposes, mulch shall consist of a heavy layer of wood chips, crushed stone, washed gravel. etc. as desired - D) STORAGE OF BUILDING MATERIALS AND VEHICULAR TRAFFIC RESTRICTION Stockpiling of building materials shall be confined to the areas of disturbance. Vehicular movement shall be limited to established driveway and parking areas. No unnecessary encroachment of construction equipment or other vehicles shall be allowed in non -construction portions of the property. Vehicular access to areas outside the areas of disturbance shall be restricted to the minimum necessary to perform essential and required activities. E) MAINTENANCE OF EROSION AND SEDIMENT CONTPOL DEVICES During the period of construction, all erosion and sediment control measures shall be inspected weekly and after each rainstorm and dunng a mal I or storm event. Accumulated deposits of sediment and silt shall be periodically removed from the upstream side of the erosion and sediment control barriers, and upon establishment of permanent seeding and mulching. Such materials removed shall be spread and stabilized in non -wetland areas which are not subject to erosion, or which are not to be paved or built upon. Haybales, silt fencing and other erosion and sediment control measures shall be repaired, cleaned, andlor replaced as necessary throughout the construction period in order to maintain complete and integral erosion and sediment control protection. Once in place, ail erosion and sediment control facilities and measures are to remain in place and in proper condition and be continuously maintained until final grading has been completed, all disturbed areas upgradient of said i"acilities have been permanently stabilized and all newly grassed areas have had at least two mowings. Following such permanent stabilization, the 'facilities shall be dismantled, removed, and disposed of in an approved manner.
