Mandes, 26 Platoz Drive, Montville, CT, Prepared by Florek Surveying, LLC, Dated February 12, 2023” and a plan entitled” Site Development Plan, Land Belonging to Artemis G. Mandes, 26 Platoz Drive, Montville, CT, Prepared by May Engineering, LLC, Dated April 18, 2023”: Property Survey. 1. Plan needs to show existing conditions only. Remove zoning compliance table. 2. Revise title block plan to show Property Survey – Existing Conditions. Add Parcel ID. 3. Plan does not appear to represent existing site topography. Confirm topography shown on the plan represents existing conditions. 4. Plan states “Note: Property is subject to the rights of 36 Platoz to pass and re-pass over 26 Platoz Drive for all means of access, drainage and utilities.” Property numbers are reversed in this statement, 26 Platoz has/will have rights over 36 Platoz. Revise plan to show all existing easement areas and provide easement documents filed on the land records. Site plan: 1. Any new easement documents shall be submitted for review and approval by the Town Attorney. 2. A shared driveway agreement shall be submitted for review and approval by the Town Attorney. 3. A cover sheet and sheet index shall be provided. Add Parcel ID. 4. Section 4.11.5 (Multi-family dwellings): a. The site shall receive favorable approvable from Uncas Health District for the proposed on-site well prior to any favorable approval from the Commission. b. 4.11.5.3 Add note to plan regarding this section. c. Dumpster shall be screened from view. Revise plan to add detail. d. Add note to plan that all utilities shall be underground. e. Architectural rendering and floor plans of the building shall be submitted for review. 5. Section 9B (R-20-M): a. Revise plan to show minimum 15% open space area & add to zoning compliance table. b. Revise zoning compliance to show both sideyard setback distances. c. Revise zoning compliance table to show req. max. building height of 60-feet and show proposed building height in feet, in addition to number of stories currently shown. d. Revise zoning compliance table to delete maximum building coverage and lot width. e. 9B.7 No details for access drives/parking areas per this section have been provided. f. 9B.8 No floor plans have been provided to determine compliance with Section 18 (off-street parking). g. 9B.12 Landscaping has not been provided per this section. h. 9B.14 Lighting plan has not been provided in accordance with this section. i. 9B.15 Confirm all utilities are compliant with all of this section. 6. Section 17 (Site Plans): a. A separate written statement regarding the proposed use shall be submitted per this section. b. A location map is not shown on the plan per this section. Digital data shall be provided to this office as a condition of any favorable approval. d. Easement areas to 26 Platoz over 36 Platoz are not shown on plans. A copy of the proposed easement to be filed on the land records shall be submitted for review & approval by the Town Attorney. e. Add note to plan that there shall be no outside storage. f. Show landscaped areas and lighting locations. Include details for both. g. Stormwater systems shall be reviewed & approved by the Town Engineer. h. Water & fire protection facilities shall be shown on plans or addressed in notes. i. Building elevations and floor plans required. j. Signature blocks shall be added to site plan in the lower right-hand corner of the plan ser. k. Erosion & Sediment control plan shall be submitted in compliance with Section 15.1 of the zoning regulations. l. Address Section 17.6.1 to 17.6.9 in writing. m. Submit Erosion and sediment control bond estimate for review and approval by the Town Engineer. 7. Section 18 (Off-street parking): a. 18.3.2. No parking compliance table shown. No floor plan submitted to determine compliance with this section. b. STAFF RECOMMENDATION: The application/plans are incomplete as submitted and do not comply with the Montville Zoning Regulations or applicable sections of the Montville Road Standards and Improvement details. Due to apparent extensive plan revisions required, staff recommends the application be withdrawn and resubmitted when compliant with regulations/ordinances.
