Activity Description: Wetland Disturbance Area 0 SF Watercourse/Waterbody Disturbance Area 0 LF Upland Review Disturbance Area 2,500 SF Creation of New Wetlands 0 SF Staff Comments In Review: The applicant is proposing to widen the bridge as the existing bridge is too narrow and there is increased likelihood of motorists and DPW plow trucks colliding with the rail system that borders the bridge. The bridge abutments were inspected and were found to be in good condition, therefore replacement is not warranted. The project will require this portion of Moxley Road to be closed. The proposed work in the URA will include installation of E&S Controls, removal of the existing bridge deck, modification of the existing abutments to accommodate the new, wider bridge, in place pouring of the new bridge deck and re-paving the associated section of Moxley Road as shown on site plan titled “Moxley Road Bridge Improvement Project, Project #2023, Town of Montville, Department of Public Works, Prepared by CLA Engineers, Inc., Dated April 2023”. The site is a 190-foot-long by 25-foot-wide section of the Moxley Road right of way located at the crossing of Sandy Brook. There will be approximately 2,500 square feet of disturbance within the upland review area. The stream channel will be inspected by the Town’s Soil Scientist to determine if cleanup is necessary. The Town Soil Scientist’s report dated April 17, 2023 is included in the application for review. The applicant states in part, “The project calls for replacing a bridge deck and re-paving the associated section of Moxley Rd. No fill in the brook is proposed but provision for temporary work has been made should dewatering become necessary. CLA believes that the work as designed can be accomplished without dewatering.” Considerations for Action: If the Commission is inclined to approve the request of the Applicant for a permit for proposed activity, the following language for a motion of approval is suggested: 2 \\planning\planningoffice$\IWC\Applications\2023\23 IWC 6 - Moxley Rd Bridge Improvement Project\Staff\23IWC6 Staff Report 2 04242023.docx After giving due consideration to all relevant factors including those in Section 10 and/or Section 6 of the Montville Inland Wetland Regulations and Section 22a-41 of the Connecticut General Statutes, I move to approve application number 23 IWC 6, Owner: Town of Montville, Applicant: Town of Montville DPW for regulated activities within the upland review area in conjunction with bridge improvement project at Moxley Road Bridge over Sandy Brook, Road ROW, per the application and associated documents dated April 17, 2023 and as shown on plans entitled “Moxley Road Bridge Improvement Project, Project #2023, Town of Montville, Department of Public Works, Prepared by CLA Engineers, Inc., Dated April 2023”. Standard reasons for approval and standard conditions of approval apply.
