WWIS 216SP2 Zoning Map 1 Sachatello Industrial Dr Map 5 Lot 27-1 1 Inch = 200 Feet April 26, 2016 www.cai-tech.com Project: WWIS Recreational Building Public Hearing Opened- 4/26/2016 General Information Applicant: WWIS Representatives: Legal: N/A Engineer: Ellen Bartlett- Green Site Designs Surveyor: Robert Mullen Requested Action: Special Permit/Site Plan Purpose: Construction of a Recreational Building with associated parking areas Location: 1 Sachatello Industrial Drive Existing Land Use, Acreage, Zoning and Applicable Zoning Sections: • Light Industrial • 9.39 acres • Section 13 (LI) • Section 18 (Site Plans) • Section 17 (Special Permits) Background Information The lot is part of the Lombardi subdivision that was approved in September of 2004. Lot lines have been revised to accommodate the proposed project. Clearing of the lot had been done previously. Analysis Inland Wetlands Commission: No activity within any regulated area Building Department: No Comments Fire Marshal: All comments have been addressed Planning Review: Traffic Pursuant to Sections 14-311 and 14-311c of the Connecticut General Statutes, major traffic generators (MTG) are regulated as to their impact on the state highway system in Connecticut by the Office of the State Traffic Administration (OSTA). A MTG is defined by Section 14-312-1 of the OSTA regulations as any development of 100,000 square feet or more of gross floor area or 200 or more parking spaces. The proposed development does not exceed the statutory parking and square foot minimums; therefore no OSTA Certificate is required. Zoning Review All comments of the Zoning Officer have been addressed Stormwater Management All comments of the Town Engineer have been addressed Staff Recommendations Staff recommends approval. The application has satisfied the Requirements of Section 13 (LI Zone), Section 17 (Special Permits) and Section 18 (Site Plans) of the Regulations Draft Motion for Approval: The Commission approves this special permit/site plan of WWIS for the construction of a recreational building as depicted on the plan titled “Lot 13, 14, 15 & 18 Reconfiguration, Wide World of Indoor Sports Go-Cart Facility, Sachatello Drive and Butlertown Road, Town of Montville, CT, Dated March 2016 and revised to 4/21/16” In doing so the Commission has considered the application, the staff report, the public testimony and the expert testimony and finds that 1. The proposed use is in harmony with the appropriate and orderly development of the neighborhood and will not hinder or discourage the development of adjacent properties nor impair property value. 2. The location and size of the proposed use, the nature and intensity of operations involved in connection therewith, its site layout and its relation to access streets will not be such that both pedestrian and vehicular traffic to and from the use and the assembly or persons in connection therewith will not be hazardous or inconvenient, nor incongruous with any residential district or conflict with the normal traffic of the neighborhood. 3. The nature and intensity of the operations involved in connection with the proposed use and the site layout and development will not have a negative impact on the environment. This is a conditional approval. Each and every condition is an integral part of the Commission decision. Should any of the conditions, on appeal from this decision, be found to be void or of no legal effect then this conditional approval is likewise void. Should any of the conditions not be implemented by the applicant or his successors within the specified permit time period, then this conditional approval is void. The applicant may re-file another application review. The conditions of approval are: 1. The ZEO must be contacted 24 hrs prior to start of construction. 2. An Erosions and Sediment Control Bond in the amount of $13,825.00 must be posted prior to the issuance of a Zoning Permit. 3. The comments of the State Department of Public Health must be addressed prior to the Chairman signing the plans 4. Revision dates must be changed to 2016 instead of 2014.
