Activity Description: Wetland Disturbance Area 0 sqft Watercourse/Waterbody Disturbance Area 0 LF Upland Review Disturbance Area 4,857 +/- sqft Staff Comments: The 9.72-acre property located at 82 Jerome Rd is developed with two multi-family dwellings containing fifty–four (54) single-family units. The site is located in FEMA Flood Hazard Zones ‘AE’ and ‘X’. The applicant is proposing to combined three properties into one and develop three new multi- family dwellings, which will contain 160 units. The proposed development of this project will disturb 4,857 of upland review area. URA activities include: 1. Construction of a new storm drain outfall; 2. The placement of fill for the new southeast parking lots; and 3. The removal of gravel to widen the floodplain and maintain the water holding capacity of the floodplain to compensate for the filling associated with Building “A.” Applications, plans and supporting documents were submitted on 1/7/2022 and were referred to the Town Engineer and Soil Scientist on 1/11/2022. Staff comments are pending. Where uses/proposals are determined to meet the criteria of a significant impact as defined in the Regulations, a public hearing must be scheduled by the IWC. A permit may be issued without a hearing following the petition period 14 days after receipt of application, subsequently action on the application needs to be tabled to the February 17, 2022 meeting. Staff Recommendation: Staff recommends the IWC receive & review Application 22 IWC 1, set a date for a site walk if desired and table the application to the February 17, 2022 meeting.
