Submitted: May 16, 2022 Date Received by IWC: May 19, 2022 (DRD 7/23/2022) Applicant Requests: Permit for work in regulated upland review area in conjunction with the construction of a single-family residence (piped driveway, grading) Activity Description: Wetland Disturbance Area 2,740 SF Watercourse/Waterbody Disturbance Area 0 +/- LF Upland Review Disturbance Area 9,300 +/-SF STAFF COMMENTS: Ridge Hill Rd. (M/B/L 006-015-000) consists of 7.313 acres (318554SF) located in the WRP- 160 zoning district with regulated inland wetlands and watercourses. The Applicant is proposing a single-family residence & associated site improvements, including a driveway and wetlands crossing. The application, plan and supporting documents have been referred to Town Soil Scientist, Bob Russo on 5/17/2022 for review and comments. Bob Russo in his letter dated 5/19/2022 (copy attached) concluded the proposal consist of significant impact activity and requires a Public Hearing. Final Plan shall be signed and dated by a Certified Soil Scientist. The Engineer for the applicant states in the application addendum that “regulated areas to be disturbed as follows: - 2,740 SF (0.06 Ac) of tree clearing, permanent fill with l2'W gravel driveway & 18" diameter culvert within the Regulated Wetland Limits. Estimated Fill Volume within Regulated Wetland Limits= 150 +/-CY. - 6,100 SF (0.16 Ac) of tree clearing, permanent fill with 12 'W gravel driveway within the Eastern 50' URA Limits. Estimated Fill Volume within Eastern 50' URA Limits= 100 +/-CY. Estimated Fill Volume within Western 50' URA Limits = 100 +/- CY. Gross Fill/Disturbance in Regulated Wetlands = 2,740 SF with 150 +/- CY. Gross Fill/Disturbance in Regulated 50' URA= 9,300 SF with 200 +/- CY.” Detailed alternatives were considered in the attached addendum. Significant Impact: Where uses/proposals are determined to meet the criteria of a significant impact as defined in the Regulations, a public hearing must be scheduled by the IWC. Staff Recommendation: Staff recommends the IWC make a finding the regulated activities are significant impact activities pursuant to the application, plans & supporting documentation and the letter of Bob Russo letter, dated 5/19/2022. The following MOTION is suggested: I make a Motion that the regulated activities proposed for Application # 22 IWC 11- Ridge Hill Rd (M/L/B 006-015-000) Oakdale CT – Applicant: Lawrence J. Darling Jr. Owner: Lynne King for regulated activities within wetlands and upland review areas for a driveway crossing in association with a single-family residence are significant impact activities pursuant to the application, plans & supporting documentation and the letter of Bob Russo, dated 5/19/2022 and set a Public Hearing for June 16, 2022 in accordance with Section 9.1 (Public Hearings) of the Montville Inland Wetlands Regulation. Additionally, Staff recommends the IWC set a date to conduct a site walk and table Application #22 IWC 11 until its June 16, 2022 meeting. .
