Hi Liz,
I have reviewed the review letter from DEEP and offer the following responses
Public Access
-There is landscape area adjacent to the boat launch that can be used for public access
signage. Additionally, there is a mulched area called for adjacent the fishing pier entrance
for public access signage and typical DEEP fishing regulation and guideline postings.
Stormwater & Water Quality:
-The 0.06 acre increase in impervious area does not result in a cumulative adverse impact
from stormwater leaving the site or downstream of the site. As noted in the drainage report
the site is located near the terminus of a 921,600 acre watershed for the Thames River. The
0.06 acre increase in impervious area is negligible and will have no negative impact to the
River or downstream.
-The goals of the DEEP Storwmwater Quality Manual and MS4 requirements are met through
the use of the water quality basin. The basin volume has been sized to meet these
guidelines. The use of biofiltering parking lot islands would not be practical based on the
topography of the site and the need to remove parking spaces if put into use. The
stormwater from the parking area will receive biofiltration through the vegetation in the
water quality basin, accomplishing the same goal as this type of LID feature.
-Sedimentation and erosion control measures and construction details are included on the
project plans and shall be installed prior to construction and shall be maintained throughout
construction.
Flood Management Certification and DEEP Permitting:
-CLA has been working with the Town and DEEP for their permitting requirements.
-DEEP Flood Management and Structure Dredge & Fill applications will be submitted shortly
and will be acquired prior to the start of construction.
-DEEP NDDB, DEEP Fisheries, and DEEP Aquaculture have reviewed and approved the current
project plans.
