EXISTING CONDITIONS: Gateway Terminal Phase I & II under construction.
PROPOSAL: Applicant states “Utilization of the Phase II area (see prior application) for a
shipping and receiving terminal, including receiving materials imported to the site by rail
or truck and leaving by ship, including, but not limited to, the on-site storage of materials
customarily utilized in commerce, industry, and trade and moved by ship, rail or truck at
a complete intermodal facility. Typical materials to be handled in this phase of
development may include aggregate, rebar, lumber, timber and other construction
materials.”
TOWN ENGINEER: See comments dated 11/3/22 “We have reviewed the plans dated
October 2022 and supporting materials submitted for the proposed Gateway Terminal –
Bulk Storage on Depot Road. Bulk storage was anticipated due to the railroad sidings,
the dock facility and roadway access. The present proposal seems to be based on truck
traffic only. The potential stacking of trucks on Depot Road at Rt. 32 intersection should
be addressed.”
FIRE MARSHAL: See Fire Marshal Paul Barnes comments dated 10/17/22, “I have no
comments at this time.”
BUILDING DEPT.: Referred 10/14/22. No comments received.

specific problems were identified with the proposed development as related to the
WPCA (water and sewer connections) in the October 2022 Site Operations Plan-
125 Depot Rd (M/B/L 071-007-000), prepared for Gateway Montville, LLC.”
STCT DEEP LWRD: See comments of Eimy Quispe, Environmental Analyst 1, Regulatory East,
DEEP LWRD dated 11/2/2022. No mandatory referral required.
BOND: N/A. Bond posted as part of prior application.
PLANNER COMMENTS: Application is for approval of “Phase 3” utilization of Phase 2 area
of the site under construction (east of the railroad tracks).
Phasing Plan: Applicant states “Phase 3 – Current Proposal: Construct circulation
driveway on 125 Depot Road for delivery of Materials for Temporary Storage on-site prior
to shipping by truck, rail or barge. Accept delivery and storage in designated areas.”
In an email dated 10/24/22, David McKay, P.E., of Boundaries, LLC states, in part, “The
changes made to the Phase 2 area include the following:
• Modify the proposed limits of the material/cargo stockpile areas. The originally
proposed limits are shown on the color presentation figure in yellow and the new
proposed limits are shown in red.
• Add a 24-foot wide compacted millings circulation driveway that loops through
the site for truck access to the proposed material storage area. The outline of the
proposed driveway is shown in red. The turning movements shown on sheets 5
and 6 of the site plans are for a WB-67 tractor trailer.
• Added five employee parking spaces on the existing concrete pad to the east of
the railroad tracks. The line striping is shown in red.
PHASE 3 work, as shown on a plan sheet entitled “Depot Road Site Presentation Figure”,
received 11/8/22, shall be permitted as follows:
“Phase 3A” - Storage of materials on the existing concrete pad to the east of the railroad
tracks, parking for five employees, and the portion of the 24-foot wide compacted
millings driveway to access that portion of the site construction will be allowed to
commence following the approval of this application and after issuance of a zoning
permit.
“Phase 3B” Material/cargo stockpiling shall not commence until such time as all “Phase
2” worked approved in the prior application (#22SITE5) is complete, an as-built plan has
been submitted for review by the Land Use Dept. staff and/or the Town Engineer and a
Certificate of Zoning Compliance has been issued by the Zoning Enforcement Officer.
No hazardous materials are permitted at the site. Processing at the site will be limited to
the treatment of road salt in the road salt storage area approved in the prior application
(#22SITE5) only.
Coastal Area Management Application: A coastal site plan application was submitted
by the Applicant for review and comment by staff. The project was referred to CT DEEP
Land Water Resource Division (LWRD) for review and comment on 10/27/22.
In an email dated 11/2/22, Eimy Quispe, Environmental Analyst 1, Regulatory East, Land
and Water Resources Division states, in part, “although a CSPR application to the Town
for the activities proposed is required, a mandatory referral of the application from the

Town to our office is not required for these activities per CGS Section 22a-104(e) and 22a-
109(d).
Staff Comment: The project as submitted appears to be compliant with Zoning
Regulations Section 15.3 (Coastal Area Management) and consistent with all applicable
policies and standards of the Connecticut Coastal Management Act.
Traffic: The Applicant submitted a revised Traffic Impact Report for Gateway
Terminal/Uncasville, CT, Prepared by Scott F. Hesketh, P.E., Manager of Transportation
Engineering, F.A. Hesketh & Associates, Inc., Dated October 11, 2022.
The report concludes, in part, “The proposed expansion is projected to generate a total
of 15 new trips during the peak hours of operation. The combined site will generate a
total of 22 trips an hour, during the summer operations, and 32 trips an hour during the
winter operations. During pre-storm events, a peak hour volume of 72 trips is expected.
Based on the low volume of site generated traffic, the current roadway and traffic
conditions, it is my professional opinion that the local network has sufficient capacity to
accommodate the traffic volumes associated with the proposed development.
The site has been designed to eliminate the use of Dock Road as a means of access.
Proposed site access is located such that minimum intersection sight distances for the
observed 85% speed will meet current ConnDOT requirements. The driveway is properly
designed to accommodate the anticipated driveway volumes.”
Staff Comment: 1. A representative of F.A. Hesketh & Associates, Inc. should be present at
the November 8, 2022 meeting to summarize the report and answer questions.
STAFF RECOMMENDATION: APPROVE WITH CONDITIONS.
The following MOTION is suggested for any favorable approval:

Site Plan review for Utilization of the Phase II area (see prior application #22SITE5) for a
shipping and receiving terminal known as “Montville Gateway Terminal” for uses detailed
in the application file with the following conditions:
1. “Phase 3A” - Storage of materials on the existing concrete pad to the east of the
railroad tracks, parking for five employees, and the portion of the 24-foot wide
