HomeMy WebLinkAboutmv zc review 1-12-09 1.  The proposed Zone Change is in conformance with the POCD and the intent of the Comprehensive Plan (Zoning Regulations).  The purpose of the R-20 Zone is to allow infill development in areas served by utilities, most importantly with the existing sewer service area.  High density within the context of the Zoning Regulations is defined as 20,000 square foot lots.  Frontage lots on Gay Hill Road contain an eclectic collection of homes, ranging from new construction to modified mobile homes. Jensen’s Hillcrest to the southwest, is an adult community, one of the highest density developments constructed in Montville in the recent past. 2.  The original classification of the land was not inappropriate.  Classification of the land as an R-20 Zone would have been equally acceptable.  Section 17.11.6 of the Zoning Regulations permits lots in the R-40 and R-20 Zones to be reduced to 10,000 square feet if served by public sewer.    3.  Jensen’s Hillcrest has been constructed.  Although it does not constitute a physical change, the State has placed a new emphasis on infill development within existing sewer service areas and discouragement of sprawl.  Infrastructure grants will not be awarded to systems outside of sewer service boundaries.   4.  This project is rated as neutral.  There is a reasonable expectation that any project will return some benefit to the developer. The market will determine the sales price level for the unit.  Competitive housing stock is a positive for the community.   5.  The Gay Hill Road area is hydraulically charged.  Any development proposed for the area will require a comprehensive drainage review and state of the art design.   6.  The proposed Zone Change does not represent spot zoning. The parcels contained within the proposed Zone Change abut a R-20 Zone.  (please refer to the zoning map in the Staff Report)
