STAFF COMMENTS: Please be advised of the following comments regarding my review of
the application, supporting documents and a plan entitled “Gay Hill Road Resubdivision,
Prepared for Cornerstone Ventures LLC, #120 Gay Hill Road, Montville, CT, Prepared by
Tarbell, Heintz & Assoc., Inc., Dated 04-08-22”:
1. Phase 1 lots and associated public improvements are built out. The plan shall be
revised to reflect current conditions and show proposed “Phase II” lot development and
associated public improvements (road, drainage, etc.). Remove duplicate notes
throughout plan.
2. Title Sheet. Revise to show correct address as Monahan Drive (M/B/L 023-003-
000), Uncasville, CT.
3. Title Sheet. Revise Zoning Compliance Table. Revise as follows:
a. Min. Tract size – add “15-acres/10-acres with public sewer” and “provided” lot
size 27.7-acres.
b. Minimum Lot Width – Revise to Minimum Lot “Frontage”.
c. Revise show 25% reduction of R-40 setbacks - FY 30’, SY 10’, RY 30’.
d. Add open space calculations to zoning table – delete from other sheets.
e. Revise to show interior lot requirements (Lot 27).
f. Revise plan sheets to show setback lines on all lots.
g. Note: There is no “Lot 10” shown on the plan. Revise??

20. The Applicant has requested waivers of the provisions of Section 5.3.1 and 7.1.6 of
the Montville Subdivision Regulations with respect to proposed Beacon Lane to allow the
proposed road measuring 1,031-feet, 31-feet longer the maximum 1000-feet.
No waiver is needed for proposed Monahan Drive that is not considered a cul-
de-sac road as it has access for emergency vehicles from both Gay Hill Road and
Swanty Johnson Road.
Fire Marshal comments pending.
21. The total open space dedications for this project (Phase I & Phase II) have been
satisfied by a :”Declaration and Grant of Conservation Easement in Favor of the Gay Hill
Road Subdivision Homeowner’s Association, Inc., Dated July 13, 2010 and filed on the
land records in Volume 551, Page 410 7/16/2010.
22. New and/or Amended Easements/Declarations shall be submitted prior to
endorsement of the final plan.
23. Title Sheet. Approval Blocks. Revise to Planning & Zoning “Commission” and add
approval blocks for Montville Inland Wetlands Commission, Uncas Health District and
WPCA
24. Title Sheet. Cornerstone Ventures, LLC is misspelled. Revise to correct.
