MEMORANDUM FOR THE RECORD

on 08/19/2022 Property Address: 141 Lake Drive East (MBL108/051/000), Oakdale, CT Application: C.G.S § 8-24 Review – Sale of Town Property
The Town of Montville would like to sell 141 Lake Dr. East, Oakdale, CT, which
requires a report from the Planning & Zoning Commission to the Town Council in accordance with C.G.S. §8-24 (Municipal Improvements).
The property is located on .24-acres (10,454SF) in the R-80 zoning district. The lot
is a legal, pre-existing nonconforming lot with regard to R-80 minimum lot size
and frontage. There is an existing 476SF +/- single-family residence (cottage)
that appears to be nonconforming as to R-80 minimum setbacks. The property
and the structure are in poor condition and have become a liability to the Town
of Montville.
An 8-24 Review in 2013 for sale of the same property received an unfavorable
report due to the possibility the property had value to the Town for a future sewer
pump station or construction staging area for a sewer project. However, WPCA
Superintendent, Derek Albertson has advised that currently there are no plans to
extend sewers with accompanying pump stations in the area of 141 Lake Drive
East.
The following Motion is suggested for any favorable recommendation: I make a Motion to forward a Favorable Report in accordance with C.G.S. Section 8-24 to the Town Council for the sale of 141 Lake Drive East, Oakdale, CT as the property is in poor conditions & is a liability to the Town of Montville, there are no plans to extend sewers with pump stations in the area of the site and the sale would put the property back on the tax rolls.
Should the Commission vote to forward an unfavorable report to the Town
Council, it shall state the reasons for same.
