Property Address: 225 Maple Avenue, Uncasville, CT (Public Works Site)
Application: C.G.S § 8-24 Referral for Construction of an Animal Control Facility
The Finance Director is requesting the Planning & Commission forward a Favorable
Report to the Town Council in accordance with C.G.S. §8-24 (Municipal Improvements)
for the construction of an animal control facility as described in a project history narrative
by the Animal Control Officer, Chris Swanson, dated 7/18/22; the “space program”
prepared by Silver/Petrucelli & Associates, dated July 14, 2022; and shown on the
conceptual plan titled “Animal Shelter” dated 11/5/18 prepared by CLA Engineers.
The existing 1950s era building housing the shelter, located on the Public Works site
behind the salt shed, has been deteriorating over the years and has become hard to
keep sanitary. It has failed State inspections on numerous occasions. In 2018, a
subcommittee of the Public Safety Commission was formed to look into the building of
new facility. The Public Works Site was chosen out of four town properties because it was
the most cost effective location.
The proposed facility will be on a portion of the property that has been used as field area
on the west side of the main driveway of the Public Works site located at 225 Maple
Avenue. The facility building will be approximately 2,775SF. It will include a total of 16 dog
kennels, an outdoor dog run, a cattery, a food pantry, vestibule, kitchenette, office and
bathroom, dry storage, utility room, mechanical room and electrical room. The cost in
2018 was estimated to be approximately $800,000. Revised cost estimates are being
prepared by architects, Silver/Petrucelli & Associates. The proposed project will create a
facility that will be in compliance with State code and create a safer environment for
both the animals as well as staff.
The following Motion is suggested for any favorable recommendation:
I make a Motion to forward a Favorable Report in accordance with C.G.S. § 8-24 to the
Town Council for the construction of an animal control facility at 225 Maple Avenue,
Uncasville, CT as described in the project history narrative by the Animal Control Officer,
Chris Swanson, dated July 18, 2022, the “Space Program” prepared by Silver/Petrucelli &
Associates, dated July 14, 2022 and shown on the conceptual plan titled “Animal
Shelter”, dated 11/5/18, prepared by CLA Engineers. This project will benefit the Town of
Montville and provide safer conditions for the welfare of the animals in the care of the
Town.
Should the Commission vote to forward an unfavorable report to the Town Council, it
shall state the reasons for same.
