The current Animal Control Facility is located at 225 Maple Ave. in the Public Works
Complex. The building is estimated to have been built in the 1950’s and is of concrete block
construction. It consists of nine kennel runs, two of which are designated for housing cats for
lack of a separate area. One of the kennels is designated as a quarantine kennel as per state
statute. The facility is one room, with a center aisle and kennels on either side. There is a small
area past the kennels with a sink, washer, dryer and an antiquated propane garage heater. The
current shelter does not meet state requirement upon inspection and has failed in the past on
numerous occasions. The building is degrading due to age and use and is difficult to keep
sanitary.
On various occasions over my 12 years employed with the town of Montville, we have
been at the point of capacity and even overflowing into additional crates kept in the aisle of the
facility. We also cover the town of Salem for Animal Control. The discussion of replacing the
facility or regionalizing has come up several times over the past 12 years, and in 2018 a Public
Safety Commission Subcommittee was formed to further investigate the building of a new
facility. Four locations around Montville were investigated with the help of Marcia Vlaun, the
planning director at the time. We came to the understanding that the most cost-effective
location, with the least hurdles, for the facility would be across the driveway from where it
currently exists. CLA Engineers, Inc. was then commissioned to provide a conceptual floor plan
and preliminary cost estimate. The shelter was estimated in the $800,000 range in December of
2018.
