Sincerely, Liz Burdick Planning Director Enclosures C: Sara Lundy, PZC Chair Terry Hart, Finance Director Ronald McDaniel, Mayor \\planning\planningoffice$\PZC\Applications\2022\8-24 Review 911 Route 32 Horton Cove Trail Project\911Rte32 8-24ReferralTC 032222.doc TOWN OF MONTVILLE OFFICE OF THE PLANNING DIRECTOR 310 Norwich-New London Turnpike, Uncasville, CT 06382 Telephone: (860) 848-6779 Email: lburdick@montville-ct.org MEMORANDUM FOR THE RECORD March 22, 2022 PZC Meeting Prepared by Liz Burdick, Planning Director on 03/22/22 Property Address: 911 Route 32, Uncasville, CT (Public Safety Building Site) Application: C.G.S § 8-24 Referral for Creation of a Hiking Trail (“Horton Cove Trail”) on Town Property Scout, Tyler Lawton, with assistance from the Planning Dept., is requesting the Planning & Commission forward a Favorable Report to the Town Council in accordance with C.G.S. §8-24 (Municipal Improvements) for a Scout project as proposed in his “Horton Cove Trail Proposal”, dated March 2022, a Power Point Presentation entitled “Horton Cove Trail, Tyler Lawton, Troop 93”, received March 2022 and on a trail map prepared by CLA Engineers, dated Dec. 2021. In his proposal, Lawton documents goals, benefits, location, trail design & layout, trail highlights, site work and cost & funding. The proposed hiking trail will be located on an undeveloped portion of the site north of the public safety building and adjacent to lands of Theodore T. Wisniewski Sr. Revocable Living Trust & Horton Cove. The creation of the about ¾-mile long trail will include blazing of the route, construction of wetlands/watercourse crossings including Bog, Beam & Beam with Railings Bridges to make the trail easier & protect on-site wetlands & upland regulated areas, and install appropriate. The following Motion is suggested for any favorable recommendation: I make a Motion to forward a Favorable Report in accordance with C.G.S. § 8-24 to the Town Council for creation of the “Horton Cove Trail” on Town property at 911 Route 32, Uncasville, CT on the northern portion of the site as outlined in the proposal documents prepared by Life Scout Tyler Lawton, dated March 2022 and map prepared by CLA Engineers, dated December 2021 that will benefit the Town of Montville and provide a new location for local residents to enjoy a recreational hiking trail. Condition of Favorable Review: Permanent Parking must be provided. Should the Commission vote to forward an unfavorable report to the Town Council, it shall state the reasons for same.
