b. Richard Wilson: An application for work conducted without a permit within a regulated
area on the property located at 323 Kitemaug Road, Montville, CT, As shown on
Assessor's Map 26 Lot.
At the meeting this evening, the Planner II stated that the applicant asked for a continuance due to a
death in the family. The application remains under a Cease and Desist Order.
This hearing will be continued to the next meeting scheduled for May 15, 2008.

There were no remarks from the public relating to items on the agenda.
7. Old Business.
a. Dolbeare Associates, LLC: An application for work within a regulated area in
conjunction with the development of the Dolbeare Meadows Condominiums on the
property located at 1178 Old Colchester Road, Montville, CT, As shown on Assessor's
Map 36 Lot 6.
At the meeting this evening, the Applicant and the Applicant's Attorney explained the three activity
areas for the project. The Commission expressed concern about the disturbance to the wetlands area
and drainage issues addressed in a letter by the Applicant's Engineer. The site was walked by the
Commission on March 10, 2008.
Motion:
After giving due consideration to all relevant factors including those in Section 10 and or Section 4 of
the Montville Inland Wetland Regulation and Section 22a-41 of the Connecticut General Statutes, I
move to approve application
208 IWC 4 Dolbeare Associates, LLC: An application for work within a regulated area in conjunction
with the development of the Dolbeare Meadows Condominiums on the property located at 1178 Old
Colchester Rd, Montville, CT. As shown on Assessor's Map 36 Lot 6 as depicted on the plans titled
"Site Development Plan Dolbeare Meadows Condominiums Hunters Run Montville, CT." Prepared for
Dolbeare Associates, LLC Prepared by CLA Engineers 317 Main St Norwich, CT. revised to 2/14/08
and the application and narrative revised to 3/14/08.
Each and every condition is an integral part of the Commission decision. Should any of the conditions,
on appeal from this decision, be found to be void or of no legal effect then this conditional approval is
likewise void. Should any of the conditions not be implemented by the applicant or his successors
within the specified permit time period, then this conditional approval is void.
Conditions of approval are:
If the detention basin is modified the applicant will come back before the Commission for a
modification of the permit

Reasons for Approval:
1. The environmental impact of the proposed project does not have a significant effect on the
inland wetland's and watercourse's capacity to support fish and wildlife, to prevent flooding, to
supply and protect surface and groundwater, to control sediment, to facilitate drainage, to
control pollution, to support recreational activities, and to promote public health and safety.
2. The Commission has determined that the relationship between the short-term uses of the
environment and the maintenance and enhancement of long-term productivity will have no
impact on the surrounding wetland system
3. The proposed activity will not have irreversible and irretrievable commitments of resources.
4. The proposed project will not change the character and or add degree of injury to, or
interference with, safety, health, or the reasonable use of property, including abutting or
downstream property.
5. The proposed activity use is suitable to the area
6. The applicant has taken all feasible measures to mitigate the impact of any aspect of the
proposed regulated activity.

Vote: 5-0 Carried unanimously
b. Old Colchester Road, LLC: An application for subdivision review for the property located
at 1167 Old Colchester Road. Montville, CT As shown on Assessor's Map 36 Lot 7.
At the meeting this evening, the Applicant's Attorney stated that the site and the driveway are fully
outside the wetlands. The Commission walked the site on April 3, 2008.
The IWC has asked the Applicant for the following information:
Information regarding the location of the flood zone.
If grading modification may be necessary.
This item will be continued to the next meeting scheduled for May 15, 2008.
c. Town of Montville: An application for work within a regulated area in conjunction with the
creation of trails and the maintenance of trails located on the property at the Conservation
Center next to Fair Oaks School, Chesterfield Road, Montville, CT Assessor's Map 29 Lot
68.
At the meeting this evening. Planner II stated that the application will include improvements to trails and
resurfacing of the parking lot. The Commission walked the site on April 3, 2008. The Commission
commented that the proposal would promote the educational process and would be a good idea for the
Town.
