IN REVIEW:
EXISTING CONDITIONS: The six (6) properties involved in this application are located on
Route 32 in the C-1 and OZ zone as follows: 1. 1967 Rte. 32 (Map 99/Lot 68), 2. Route 32
(Map 99/Lot 64), 3. 1981 Rte. 32 (Map99/Lot 61), and 4, 5 & 6. Route 32 (Map/Block 99/62,
66 & 67.
PROPOSAL: Application states “The proposed activity includes construction of a +/-10,700
[SF] retail building with new paved parking and loading areas, site lighting, concrete
walkways, stormwater management system, associated utilities and landscaping.”
REFERRALS COMMENTS:
UNCAS HEALTH DISTRICT: See comments 11/8 & 12/7/21. Add as conditions of approval –
“All existing wells must be abandoned by licensed well driller” and “An asbestos
inspection must be conducted for each house and abatement done, if necessary, prior
to any demolition.”
TOWN ENGINEER: All comments have been addressed (see letter dated 12/8/21). Bond
estimate approved in the amount of $12,300. ROW issue resolved. WPCA drainage
easement resolved.
FIRE MARSHAL: No comments.
BUILDING DEPARTMENT: No comments.
WPCA: All previous comments have been addressed (see email dated 12/8/21).

STCT DOT: Encroachment Permit approval outstanding. Required prior to PZC action.
BOND: Prior to the issuance of a zoning permit to start work, a soil erosion & sediment
control bond shall be posted in the amount of $12,300 in a form acceptable to the
Finance Director (condition of any favorable approval).
INLAND WETLANDS COMMISSION: N/A. No on-site wetlands/upland areas.
STATE OF CT DEPT. OF HEALTH: N/A.
PLANNER COMMENTS: Please be advised that all of the comments in my memo dated
11/8/21 have been addressed by plans revised to December 10, 2021, but for the
following:
1. STCT DOT encroachment permit comments/approval pending.
PLANNER RECOMMENDATION: Table the application to the January 25, 2022 meeting
pending STCT DOT comments and/or approval.
