Dear Tiffany:
We have reviewed the plans and supporting material submitted for the proposed expansion of the Village Apartments – Phase III on Jerome Road. Those materials include a Wetlands Functions and Values Assessment by Cowen EcoDesign LLC, a completed
wetland application, an application narrative completed by Attorney Heller, A 13 sheet plan set, revised to November 15, 2021 prepared by Loureiro Engineering Associates Inc. and a Stormwater Management Report dated March 21, 2021 prepared by Loureiro Engineering Associates Inc. We note the following comments:
1. The design shows no direct wetland impacts and calls for a storm water outlet
to discharge in the upland review zone. 2. The Wetland Functions and Values Assessment is properly done and gives the Commission an accurate portrayal of the site and the limited potential for
wetland impacts. 3. The application is complete and the narrative is detailed. 4. The Stormwater Management Report shows that the design conforms to the
CTDEEP 2004 Stormwater Manual and the Town of Montville regulations.
5. The plan set includes an erosion and sediment control narrative and a phased construction plan. Comments 6, 7 and 8 below request minor revisions to these items.
6. Show locations of topsoil and rock stockpiles on the E&S plan with proper erosion control. 7. On Sheet 2 in the E&S narrative call for use of water for dust control throughout
construction.

8. On Sheet 2 in the E&S narrative call for additional E&S supplies (100 ft. of silt
fence and 20 hay bales) to be kept on site for unforeseen circumstances.
