HomeMy WebLinkAboutDLT Supply New Business NarrativeDLT Supply – New Business Narrative - 02-10-2022 My name is Dillon Troxell. I am a homeowner and I live at 531 Route 163, Montville, CT. My intentions are to start a new retail / manufacturing business to manufacture and sell firearms out of my spare room turned office which will be called “DLT Supply LLC ''. I am degreed mechanical engineer and work full time in my profession. I also have had a long history of enjoying firearms and would like to apply my knowledge and experience towards starting my own business. DLT Supply will be obtaining a Federal Firearms License (to be known as FFL). The license that will be applied for is an FFL 07. The Type 07 FFL allows you to do everything a Type 01 FFL can (buy, sell and repair firearms) plus manufacture firearms. After a permit is granted from the town for a home occupation, the business starts the process to form an LLC and then proceeds to apply for an FFL. This permit will be used to manufacture firearms. No ammunition will be available or for sale. Throughout this application process, I have had a conversation with Lieutenant Radford of the Montville Police Department to make sure he didn’t have any specific questions or additional requirements. LT. Radford wanted to make sure that I was following all the legal routes to obtain my FFL which is what I will be doing and he was happy to hear that I was checking all of the necessary boxes. Once the business has been established and a license has been granted, I will create a website for advertising and sales. Sales would have to take place face to face to complete the legally required background check and transfer of the firearm OR items be sent through the mail to another FFL holder to complete the transfer elsewhere. Ideally, I would be able to have the customer come to my home to complete the transfer. This is something I have done as a purchaser at other license holders’ homes in local towns as a firearms enthusiast. Business will be conducted by appointment and on a one on one basis only. There will be no increased traffic or disturbance outside of what would normally be expected in a residential area. Sales will consist of items ordered by customers from specific manufacturers, or a custom firearm that I will manufacture. Options will be available on my website for things I can produce, along with anything that is CT legal from other manufacturers. I will not stock anything for sale, and items/components will only be on hand for specific customer orders as needed. The firearm will be manufactured and then transferred to the customer after all proper paperwork and background checks are complete as required by the ATF. “The ATF’s long-standing position is that any activities that result in the making of firearms for sale or distribution, to include installing parts in or on firearm frames and receivers, and processes that primarily enhance a firearm’s durability, constitute firearms manufacturing that may require a manufacturer’s license.”My intentions are to manufacture per the ATF definition, but I will not be opening a large-scale machining / manufacturing operation. The assembly of components to the frame or receiver (the registered portion) into a complete firearm is considered manufacturing. Other than assembly there may be some small, self-contained drilling or engraving operations into plastic, aluminum or steel for things such as adding serial numbers, logos, mounting points etc. There will be no environmental impact or hazardous materials produced. Any byproduct of manufacturing will be on par with standard home waste or recyclable materials. Throughout the application process, the ATF conducts a thorough review of me as a person, and of the premises I intend to conduct business out of. They have an extensive checklist to ensure that everything is safe and legal. There are storage and security requirements imposed by the ATF that I will have to follow that will assure safe storage of any firearms before pickup and transfer. DLT Supply will use my experience as a Mechanical Engineer with nearly a lifetime as a firearms enthusiast to provide top notch quality control and attention to detail that would set my business apart from the rest. I will work with potential customers to build them the firearm they want, along with making sure it will provide a lifetime of dependability. I will be following all of the legal requirements to obtain my FFL and LLC. With the FFL I will be selling and manufacturing CT legal firearms. The manufacturing component is mainly composed of assembly with the potential for some light drilling or engraving. There will be no environmental impact or disturbances to any neighbors.
