Chief Environmental Sanitarian 401 West Thames St, Suite #106, Norwich, CT 06360 RE: 612 Route 82 Gas Station Dear Mr. Kirby: Freeman Companies has reviewed the letters from the Uncas Health District (UHD) regarding the site development plan set for the gas station at 612 Norwich-Salem Turnpike. The first letter is dated 10/30/2020, and the second letter is dated 12/17/2021. They have been attached for reference. Freeman Companies has revised the originally submitted plans dated 11/04/2021 to address the comments in these two letters. Below is Freeman Companies’ response to each comment: Response to comments from letter dated October 30, 2020: 1. Test hole dated has been rescheduled from original date of January 14, 2022. On the morning of January 14, 2022 it was brought to our attention that UHD needs to be in attendance for the test hole digging and that the test holes do not need to be submitted prior to the IWWC meeting. Therefore, the test hole data will not be submitted with the IWWC submission but instead with the UHD submission. 2. See Septic Plan dated January 18, 2022 for more information on how the effluent is distributed to Row #1. 3. Perc test will be performed post installation. 4. System stakeout to be performed prior to system installation 5. Benchmark relocation to be set prior to system installation. Response to comments from letter dated December 14, 2021: 1. See revised Site Plan and Grading & Drainage Plan dated 1/18/2022 for visual depiction and notes on protection of the existing well. We are proposing a three (3) foot radius of orange construction fence around the existing well along with instructions to hand dig the drainage trench for the roof leaders to minimize likelihood of damage done to the well by machines. 2. See revised Grading & Drainage Plan dated 1/18/2022 for visual depiction. Based on CT Department of Health the minimum distance of stormwater structures to an existing well is 25’. We have moved the proposed system as well as removed the originally proposed oil/water separator and have proposed a deep sump catch basin. The water quality flow and total suspended solids requirements based on the 2004 CT Stormwater Manual have still been met. See revised SWPP for more details. Page 2 of 2 3. See revised Site Plan dated 1/18/2022 for possible location for new well if needed. 4. Quarterly testing of existing well will occur after construction is completed. 5. See comment #1 for response to letter dated 10/30/2020 for test hole information. A Septic Plan has been included with the revised plan set dated 1/18/2022 for further information on the proposed septic system. 6. Plans for all food service areas to be submitted with UHD submittal and not IWWC submittal. 7. Septic Plan to be submitted with IWWC submittal and revised 1/18/2022 plan set. Food Service Plans to be submitted to UHD at later date. 8.
