Town of Montville
Planning Department
Inspection Report
Date: 10-14-08
Location: 1494 Old Colchester Rd
Purpose of Inspection: Complaint by neighbor of activity within
wetland area
Inspected By
Wetlands Officer
Mrs. Linskens called the office and indicated that over the
weekend the Giels had been working in the wetland area again.
She said that they were clearing out the wetlands and creating
stockpiles. The area that they were working in could only be seen from her side. She would not be able to attend the meeting to voice
her new concerns because she was leaving for Florida for the
winter.
In addition she indicated that the Giel’s had put a large hole in their foundation and that they had a large pipe attached to it. She
said she had concerns that they were operating a business out of
the house because she had seen up to five cars in the drive and they
came in and out at all hours of the night. She was worried that the
pipe would be discharging material into the air and/or onto here
property. She indicated that when she returned from Florida that
she would be calling the DEP to have them come out and conduct
soil testing on her property to make sure that whatever was coming
from the pipe in the foundation was not contaminating her
property.

Staff went out and inspected the property on the 14th. The leaves
were off the trees so there was a clear view into the wetland area.
Staff walked to the area beyond the pond and onto the small trial
that was created to the rear of the property. There was no evidence
that there had been any new activity and/or any disturbance within the wetland area. Except that a small dead evergreen tree, which
appeared to have fallen down, was placed at the edge of the
wetland system.
Staff also looked around the foundation and found no holes in the foundation and no pipes coming from the basement. The area was
the same as when some of the Commission members walked it on
October 2nd.
