I talked to Robert Russo last week and discussed his comments for the design. I have incorporated those into this plan; specifically for line item, #2 I added a third 18" culvert. Item #3 I revised the narrative for the hay bake detail ti read hay bale to be stake perpendicular to the flow of storm water. Item #4 grading was revised and Robert Russo acknowledged that the design is adequate using rip rap stones to be placed along the beveled inlet and outlet. Item #5 proposed pavement width was added. item #6 no trees are scheduled to be removed at this time, existing treeline was added to the plan. Item # 7 soil stockpile area was added to plan. Please forward this plan to Robert Russo for his review. I am awaiting to get the surveyor to sign plans as soon as I get this I will present to the Town Planning Dept. Specifically, the parcel is located on the south side of Lisa Lane. The existing driveway has two corrugated metal pipes (CMP) one 15” and the second is 18” in diameter. The drainage area up gradient to the two CMP culverts is 16ac, The 16 ac drainage area is comprised of 11.5 ac of woodland forest predominantly hydrologic soil group C with some soil group D and a ~4.5 ac of seasonal row-crop field with the soil predominantly hydrologic soil group C. The intermittent stream that drains across into the culverts is the head waters for Falls Book, which then flows into Stoney Brook then finally discharges to Horton Cove on the Thames River. Storm water runoff flows across this parcel from north-west to south-east to a common collection/discharge point, at the driveway for 62 Lisa Lane. The existing 15” & 18” CMP culverts have been analyzed and are under-sized. Recent reports that the aforementioned culverts reach and exceed their capacity during moderate to heavy rainfall events and subsequently over top driveway. Home owner and upstream neighbor report conditions have change over the past 5-10 years, suggesting that more storm water runoff now reaches this point. The existing CMP culvert have an estimated capacity of 8.0 CFS for the 18” and 5.0 CFS for the 15” CMP with a combined 12-14 CFS. The existing CMP culverts are aged and worn making this estimate very conservative at best. Wetlands were delineated around the potential construction areas by Davison Environmental on 28, June 2014. The site was surveyed by Thomas J. Benoit, LS on 28 July, 2014. These are depicted on site development plan for Mark & Jolene Hester 62 Lisa Ln dated 12 August 2014. RATIONALE FOR DESIGN: Existing culverts for driveway at 62 Lisa Lane Uncasville, CT are undersized and storm water runoff often over tops the road and erodes side slopes. A site evaluation along with a drainage analysis was conducted for estimating the storm water runoff in conjunction with sizing the proposed culverts. METHODOLOGY AND RESULTS Drainage Analysis. The SCS TR-20 drainage analysis method is used to determine the storm water runoff amounts which is used to design and size the proposed new culverts. The storm frequency values used for the calculations herein include the 25-year, storm rainfall event. The storm water model software used for this analysis is HydroCAD  9.10 in which the SCS TR-20 method was used. In this plan, culvert construction details for the twin 18” culvert invert (in/out) elevations, sufficient driveway cover for HS-25 wheel loading and culvert outfall erosion control is presented. After discussion with Town of Montville engineers, CLA Engineer’s Inc, Mr. Robert Russo indicated that additional flows from a westerly section of a stream spill over during large rainfall events. Subsequently adding to the rainfall flows previously calculated. To resolve this a third 18” culver was added to resolve the anticipated increases. Existing Culvert Location Scale 1" = 20' Proposed Triple Scale 1" = 10' 18" Dia Culvert Bales shall be placed in a single row, lengthwise, oriented perpendicular to the expected flow, with ends of adjacent bales tightly abutting one another. Bales shall be entrenched and backfilled. A trench shall be excavated the width of a bale and the length of the proposed barrier to a minimum depth of 4 inches. Each bale shall be securely anchored by at least two (2) stakes. The gaps between bales shall be wedged with straw to prevent water from escaping between the bales. The barrier shall be extended to such a length that the bottoms of the end bales are higher in elevation than the top of the lowest middle bale to assure that sediment laden run-off will flow either through or over the barrier, but not around it. Inspection shall be made after each storm event and repair or replacement shall be made promptly as needed. Cleanout of accumulated sediment behind the bales is necessary if 1/2 of the original height of the bales becomes filled in with sediment. SOIL EROSION & SEDIMENT CONTROL NOTES Unnecessary clearing of any vegetation or ground cover will be avoided. Any disturbed area left unvegetated for more than five days will be covered with a hay or straw mulch to minimize erosion material. Following final grading, all disturbed areas will be covered with 6" loam and seeded as described below. If any seeded areas are disturbed or damaged, reseeding will occur as soon as possible. Red Fescue Colonial Bentgrass-Exeter Perennial Ryegrass Birdsfoot Trefoil-Empire If final grading occurs past October 15, disturbed areas will be seeded with winter ryegrass and mulched with hay or straw at a rate of 1.5 - 2 tons per acre. Any proposed vegetation which has not survived one growing season will be replaced. All suitable material excavated for roadway construction to be used elsewhere on site. Unsuitable material will be removed from the site and deposited in a suitable location. All construction activity to occur between March 15 and October 15 to avoid adverse impacts on intermittent stream flow. I have incorporated those into this plan; specifically for line item, #2 I added a third 18" culvert.Item #3 I revised the narrative for the hay bake detail ti read hay bale to be stake perpendicular to the flow of storm water.  Item #4 grading was revised and Robert  Russo acknowledged that the design is adequate using rip rap stones to be  placed along the beveled inlet and outlet.Item #5 proposed pavement width was added. item #6 no trees are scheduled to be removed at this time, existing treeline was added to the plan. Item # 7 soil stockpile area was added to plan. Please forward this plan to Robert Russo for his review.   I am awaiting to get the surveyor to sign plans as soon as I get this I will present to the Town Planning Dept.
