Cushman, AAL Address: 40 Salt Box Lane (015-007-0CC), Uncasville, CT Meeting Date: November 18, 2021 (Date received in office 10/14/21, date of receipt 10/21/21) Date Received by IWC: October 21, 2021 (Decision Required Date (DRD) 12/25/21) Applicant Request: Permit for work in regulated upland review area in conjunction with the construction of a single-family residence (piped driveway, grading, utilities) Activity Description: Wetland Disturbance Area 0 sqft Watercourse/Waterbody Disturbance Area 0 LF Upland Review Disturbance Area 4000 sqft Staff Comments:  Application is for a permit for work in regulated upland review areas in conjunction with the construction of single-family residence (piped driveway, grading, utilities)  The Application and Plans were submitted to the Planning and Zoning Dept. on October 14, 2021 and are in the process of being reviewed.  Staff reviewed the plans and all comments were meet.  Soil Scientist Joseph R. Theroux reported on the Commissions concerns of standing water and found that is not part of the Wetlands. (see attached) Staff Recommendation: Staff recommends the IWC approve the Application 221 IWC 15. \\planning\planningoffice$\CurrentProjects\IWC\2021\Archived\40 Salt Box (221 IWC 15) Driveway Crossing\Staff\40 Salt Box Lane (221 IWC 15) Staff Report (11-18-2021).docx Draft Motion 1 After giving due consideration to all relevant factors including those in Section 10 and or Section 4 of the Montville Inland Wetland Regulation and Section 22a-41 of the Connecticut General Statutes, I move to approve application  221 IWC 15 Owner/Applicant: Jeffrey Graves An application for work in regulated upland review areas in conjunction with the construction of single-family residence (piped driveway, grading, and utilities) on the property located at 40 Salt Box Lane, Uncasville, CT. As shown on Assessor’s Map 15 Lot 7-CC as depicted in the application and narrative dated 10-142021. Revised plan “Zoning Compliance Survey prepared for Jeffrey Graves for property located at 40 Saltbox Lane” dated August 9, 2021 revised 11/15/2021 This is a conditional approval. Each and every condition is an integral part of the Commission decision. Should any of the conditions, on appeal from this decision, be found to be void or of no legal effect then this conditional approval is likewise void. Should any of the conditions not be implemented by the applicant or his successors within the specified permit time period, then this conditional approval is void. Conditions of approval are: 1. The environmental impact of the proposed project does not have a significant effect on the inland wetland's and watercourse's capacity to support fish and wildlife, to prevent flooding, to supply and protect surface and groundwater, to control sediment, to facilitate drainage, to control pollution, to support recreational activities, and to promote public health and safety. 2. The Commission has determined that the relationship between the short-term uses of the environment and the maintenance and enhancement of long-term productivity will have no impact on the surrounding wetland system 3. The proposed activity will not have irreversible and irretrievable commitments of resources. 4. The proposed project will not change the character and or add degree of injury to, or interference with, safety, health, or the reasonable use of property, including abutting or downstream property. 5. The proposed activity use is suitable to the area. 6. The applicant has taken all feasible measures to mitigate the impact of any aspect of the proposed regulated activity.
