Heller, Heller & McCoy 736 Norwich-New London Turnpike Uncasville, CT 06382 RE: 216IWC10 – 42 Pink Row (M74, L338) – Dakota Partners, Inc. for Regulated Activities in Conjunction with Adaptive Reuse of Mill Buildings for Multi-Family Residential Dear Attorney Heller: The Montville Inland Wetlands Commission, at its September 15, 2016 regular meeting, took the following actions: 1. It unanimously voted that the proposed activities as presented by Applicant in the above-referenced application, plans and the presentation made to the Commission at its September 1, 2016 special meeting and at its September 15, 2016 regular meeting did not meet the criteria of a significant impact activity as outlined in Section 2 (Definitions – Significant Impact) of the Town of Montville’s Inland Wetlands & Watercourses Regulations. 2. It unanimously vote to APPROVE the above-referenced application for regulated activities in conjunction with adaptive reuse of mill buildings for multi-family residential as described in the application, supporting documentation, including Stormwater Management Report Dated September 2016, Project Overview Dated August 30, 2016, Wetland Investigation Dated August 23, 2016 and Foundation Support Adjacent Block & Silt Curtain Detail Dated September 9, 201 6 and the plans entitled “Oxoboxo Lofts, 42 Pink Row, Uncasville, CT, Prepared for Dakota Partners, Inc., Prepared by BSC Group, Dated September 1, 2016, Sheets AC-1.0 Anticipated Conditions Plan, C-1.0 to C-1.1 Erosion and Sediment Control Plan, C-4.0 to C-4.1 Grading & Drainage Plan, C-5.0 Utility Plan and C- 7.0 Regulated Area Disturbance.” Standard Reasons for Approval: 1. The environmental impact of the proposed project does not have a significant effect on the inland wetland's and watercourse's capacity to support fish and \\planning\planningoffice$\CurrentProjects\IWC\Past Years\2016\42 Pink Row (216IWC10)\CORR\216IWC10 Dec Letter to App 091516.doc wildlife, to prevent flooding, to supply and protect surface and groundwater, to control sediment, to facilitate drainage, to control pollution, to support recreational activities, and to promote public health and safety. 2. The Commission has determined that the relationship between the short-term uses of the environment and the maintenance and enhancement of long-term productivity will have no impact on the surrounding wetland system. 3. The proposed activity will not have irreversible and irretrievable commitments of resources. 4. The proposed project will not change the character and or add degree of injury to, or interference with, safety, health, or the reasonable use of property, including abutting or downstream property. 5. The proposed activity use is suitable to the area. 6. The applicant has taken all feasible measures to mitigate the impact of any aspect of the proposed regulated activity.
