Activity Description: Wetland Disturbance Area 0 SF Watercourse/Waterbody Disturbance Area 0 LF Upland Review Disturbance Area 8,127 SF STAFF COMMENTS: - Application is for a permit for Regulated Activities for Construction of Stormwater Quality Control Management System from Industrial Operations Located at 33 Pequot Road. - 21 Pequot Road (Map 72, Lot 42) is located on .19 acre (8,276SF) with an existing two- family residence, 23 Pequot Road is located on .16 acre (6,970SF) with an existing two-family residence and 17 Pequot Road & Rte. 163 is located on 1.91 acres (83,199SF) and is unimproved. 33 Pequot Road is located on 5.19 (226,076SF) and is developed with an existing industrial use. All properties are located in the Industrial zoning district and are owned by the Applicant, DW Holdings, LLC. Stormwater Quality Control Management System: - The primary purpose of the design is to provide improved water quality treatment and removal of sediment, particles & pollutants from stormwater runoff from the (industrial) site. The secondary purpose of the design is to provide storage of water during storm events for reuse in dust control on the site. Water quality treatment will be accomplished through a series of treatment methods designed to capture suspended solids and pollutants during smaller storms and allowing larger storms to bypass. Water storage for dust control will be accomplished by two (2) interconnected, 3, 000 gallon precast concrete holding tanks, which has been incorporated into the infiltration basin design. 2 H:\CurrentProjects\IWC\21,23,&33 Pequot and 17 Pequot Rdat Rte 163 (217 IWC 11)\STAFF\217IWC11 Staff Report 2 09212017.docx - Operation of the treatment system is outlined in an Infiltration Basin Technical Report prepared by BSC Group, dated July 14, 2017. The proposal is shown on a plan entitled “Existing Conditions Survey Plan (Sheet 1 of 5), Site Demolition Plan (Sheet C-1.0), Erosion & Sedimentation Details (Sheet C-2.0), Proposed Site Plan (Sheet C-3.0), Details (Sheet C-4.0), 23 Pequot Road, Montville, CT, Prepared for DW Holdings, Prepared by BSC Group, Dated June 15, 2017, Revised to 07/12/17.” - The application, Reports & Plans were reviewed by the Town Engineer & Soil Scientist and comments are outlined in a letter dated July 27, 2017 from Robert C. Russo, CSS & Thomas L. Cummings, P.E. of CLA Engineers, Inc. A revised plan set and response letter, dated 09/07/17 was submitted to the Planning Dept. on 9/8/17 and were reviewed by Russo & Cummings. An email from Robert Russo, dated 9/18/17, states all comments relative to the wetlands application have been addressed. - Where uses/proposals are determined to meet the criteria of a significant impact as defined in the Regulations, a public hearing must be scheduled by the IWC. A permit may be issued without a hearing following the petition period 14 days after receipt of application, subsequently the application may be acted upon at the 09/21/2017 meeting. CONSIDERATIONS FOR ACTION: 1. If the Commission is inclined to approve this application, the following language for a motion of approval is suggested: M O T I O N # 1 (A Motion to Approve) After giving due consideration to all relevant factors, including those in Section 10 of the Montville Inland Wetland Regulations and Section 22a-41 of the Connecticut General Statutes, I move to approve Application# 217IWC11 - 21 & 23 Pequot Road (Map 72, Lots 42 & 41), 17 Pequot Rd & Rte. 163 (Map 74, Lot 54B) and 33 Pequot Road (Map 72, Lot 37A), Uncasville – Applicant/Owner: DW Holdings LLC – Regulated Activities for Construction of Stormwater Quality Control Management System from Industrial Operation located at 33 Pequot Road, as more fully described in the application, supporting documents and on a plan entitled “Existing Conditions Survey Plan (Sheet 1 of 5), Site Demolition Plan (Sheet C-1.0), Erosion & Sedimentation Details (Sheet C-2.0), Proposed Site Plan (Sheet C-3.0), Details (Sheet C-4.0), 23 Pequot Road, Montville, CT, Prepared for DW Holdings, Prepared by BSC Group, Dated June 15, 2017, Revised to 9/7/17.” Standard Reasons for Approval: 1. The Commission has determined that the relationship between the short-term uses of the environment and the maintenance and enhancement of long-term productivity will have no impact on the surrounding wetland system. 3. The proposed activity will not have irreversible and irretrievable commitments of resources. 4. The proposed project will not change the character and or add degree of injury to, or interference with, safety, health, or the reasonable use of property, including abutting or downstream property. 5. The proposed activity use is suitable to the area. 6.
