Uncasville, CT 06382 RE: GL&C Pink Row CLA-6767A Dear Colleen and Tiffany: We have reviewed the plans (Site Development Plan, 105 Pink Row, Prepared for GL&C Construction LLC, 7 sheets, dated June 15, 2020) and supporting material (A soil scientists letter, a drainage report, a narrative and a stormwater management report from Wesley Wentworth P.E. and C.S.S.) submitted for the proposed improvements to 105 Pink Row. CLA has the following observations: 1. The site soils are extensively disturbed as characterized within the application materials. 2. The wetland occurs at the outlet of stormwater pipes as shown on the plans. 3. The applicant’s engineer has submitted plans and materials consistent with the CTDEEP 2002 and 2004 Manuals regarding erosion and sediment control and stormwater management. 4. The proposed new stormwater treatment will provide an improvement over existing conditions. CLA has the following comments: 1. Show proposed limits of clearing on all plans. In some cases grading is shown in areas not proposed to be cleared. It appears that an area of wetland and steep slope around the wetland will need to be cleared and grubbed. 2. Call for erosion mat on the water quality basin sidewalls. CLA Engineers, Inc. Civil Structural Survey 317 MAIN STREET NORWICH, CT 06360 (860) 886-1966 (860) 886-9165 FAX 3. Call for erosion mat on the steep slope to be disturbed adjacent to the wetland. 4. Call for a wet basin seed mix for the basin bottom. 5. There is debris in the wetland and around the outlet pipe, on the plans, call for removal and proper disposal. Very truly yours, Robert C. Russo, C.S.S.
