Condition of Approval: Design Change due to Flood Management Certificate (FMC) Review & Approval by the Connecticut Department of Energy and Environmental Protection (DEEP)
“If, at any time prior to completion of the rehabilitation project, changes are contemplated to approved work, please use a Part 2 Amendment form to request approval.”
Explanation of how the Project meets the Conditions of Approval
Flood Vents Overview: Please see the attached Exhibit A, September 29, 2020 FMC Final Submission, page 1 Cover for a site plan with arrows showing the locations of the flood vents requested
by the DEEP in its review of the FMC application.
Building G
Flood Vents: The DEEP, in its review of the FMC application, approved the flood vents in the south and west exterior walls of Building G. These flood vents were previously submitted
to and approved by the SHPO and NPS in Amendment 1. Please see the attached Exhibit A, September 29, 2020 FMC Final Submission, page 6 ASK-006R3 for the floor plan and elevations showing
these vents, and page 10 ASK-10R1 for the detail for the installation of these vents in the masonry walls.
All vents installed in masonry walls will be painted to match the color of the masonry, per the condition of approval on Amendment 1.
Building H
Flood Vents: The DEEP, in its review of the FMC application, requested additional flood vents in the south and east exterior walls of Building H. Please see the attached Exhibit A, September
29, 2020 FMC Final Submission, page 8 ASK-008R1 for the floor plan and elevations showing these vents, and page 10 ASK-10R1 for the detail for the installation of these vents in the
masonry walls. The vent placement and detail were based on the previously approved (Amendment 1) flood vents in Buildings G and J. Please also see Exhibit B, page 1 for photos of the
exterior wall of Building H under the bridge over the Oxoboxo Brook.
All vents installed in masonry walls will be painted to match the color of the masonry, per the condition of approval on Amendment 1.
Structural Work: Self-Consolidating grout will be added to the existing rubble wall that forms the foundation wall of Building H on the north side of the Oxoboxo Brook in order to meet
structural requirements necessary to withstand a flood event. See Exhibit C Structural Drawings for details.
Building J and J/M Connector
Flood Vents: The DEEP, in its review of the FMC application, approved the flood vents in the south and east exterior walls of Building J. These flood vents were previously submitted
to and approved by the SHPO and NPS in Amendment 1. Please see the attached Exhibit A, September 29, 2020 FMC Final
Submission, page 7 ASK-007R1 for the floor plan and elevations showing these vents, and page 10 ASK-10R1 for the detail for the installation of these vents in the masonry walls. There
will be no flood vents installed in the J/M Connector.
All vents installed in masonry walls will be painted to match the color of the masonry, per the condition of approval on Amendment 1.
Structural Work: The spanning of Oxoboxo Brook by the J/M Connector was of special concern to the DEEP. The area that spans the brook had to be viewed as a bridge when performing structural
load calculations. The existing building was found to meet or exceed the structural reinforcement necessary to withstand a flood event, but grout bags will be added below the existing
walls of the J/M Connector that carry the bridge over Oxoboxo Brook, as a safeguard against possible future scour. See Exhibit C Structural Drawings for details.
Building K
Flood Vents: The DEEP, in its review of the FMC application, requested additional flood vents in the east and west exterior walls and the north basement exterior wall (located under
the “bridge” that crosses the Oxoboxo Brook) of Building K. Please see the attached Exhibit A, September 29, 2020 FMC Final Submission, page 5 ASK-005R4 for the floor plan, elevations
and sections showing these vents, and page 11 ASK-11R1 for the detail for the installation of these vents in the existing window openings in the crawl space and basement on the east
and west walls and page 10 ASK-10R1 for the detail for the installation of these vents in the masonry basement wall. Please also see Exhibit B, pages 2-4 for photos of the exterior
wall of Building K under the bridge over the Oxoboxo Brook.
All vents installed in masonry walls will be painted to match the color of the masonry, per the condition of approval on Amendment 1.
Structural Work: Building K was of special concern to the DEEP, due to it spanning the Oxoboxo Brook with housing above. The area that spans the brook had to be viewed as a bridge when
performing structural load calculations and structural reinforcement that would apply to bridge construction will be added.
The wood panels in the north basement exterior wall will be rebuilt in masonry in order to meet structural requirements necessary to withstand a flood event. Please see Exhibit B, pages
2-4 for photos of this wall and Exhibit C Structural Drawings for details of this work.
In the basement, the narrow passageway that connects to Building M Basement will be reinforced with shotcrete in order to meet structural requirements necessary to withstand a flood
event. Please see Exhibit B, page 5 for a photo of this area and Exhibit C Structural Drawings for details of this work.
In the basement, utility lines will receive additional reinforcement in order to meet structural requirements necessary to withstand a flood event. Please see Exhibit B, pages 2-5 for
photos of this area and Exhibit C Structural Drawings for details of this work.
Under the bridge over Oxoboxo Brook, structural components and utility lines will receive additional reinforcement in order to meet structural requirements necessary to withstand a flood
event. Please see Exhibit B, pages 1-5 for photos of this area and Exhibit C Structural Drawings for details of this work.
Building L
Flood Vents: The DEEP, in its review of the FMC application, requested flood vents in the east and west exterior walls of Building L. Please see the attached Exhibit A, September 29,
2020 FMC Final Submission, page 12 ASK-012R1 for the floor plan and elevations showing these vents, and page 11 ASK-11R1 for the detail for the installation of these vents in the existing
window openings into the crawl space on the east and west walls.
Building M
Flood Vents: The DEEP, in its review of the FMC application, requested flood vents in the north, south and west exterior basement walls of Building M, as well as flood vents in the doors
into the basement on the east and north basement walls. Please see the attached Exhibit A, September 29, 2020 FMC Final Submission, page 9 ASK-009R3, page 13 ASK-128R1 and page 14 ASK-129R1
for the floor plan, elevations and sections showing these vents. Please see page 11 ASK-11R1 for the detail for the installation of these vents in the existing window openings in the
basement on the north and south walls and page 10 ASK-10R1 for the detail for the installation of these vents in the west masonry basement wall. All vents installed in masonry walls
will be painted to match the color of the masonry, per the condition of approval on Amendment 1.
