End Date: Unknown Lofts Construction: Start Date: August 1, 2019 End Date: December 18, 2020 Responsible Party Priority Level 1.0 CONSTRUCTION SCHEDULE & PROGRESS 1.1 CONSTRUCTION SCHEDULE: 1.1.1 Status: 04/09 PL: Working on overall schedule & have sent everything except C, D & F to FB. Plan to send C D & F to FB today. FB: Shooting for early next week for schedule update. PL/GP: Not working at peak due to financial issues. 1.1.2 Covid Delays: #16-063 Oxoboxo Lofts, Uncasville, CT Meeting Minutes #35 04/09/2020 Page 2 of 8 04/02 GP: Carpenter framer may be stopping their work out of fear of the virus. We can’t make anyone work during this time, but we are trying to work around this by finding someone else. Heat pump delay – originally scheduled to arrive around now, but now first release is May 22, 2nd release is June 24 for a 7 week loss. Subject to change again. 04/09 PL: Most contractors have approx. 40% less people willing to work. GP: Carpenter framer did not stop due to Covid, but we are not as productive as we should be due to absences in all crews. 1.2 CONSTRUCTION PROGRESS: 1.2.1 Status: 04/09 PL: COMPLETE: Framing in C,D,E. Electrical coming out of E to feed Bldg F. Bldg B Stair 2 rough framed – using it now. Underground communication lines complete from Bldg H elec room to pole. UNDERWAY: Bldg M: sheet rocking 2 units for blower door tests, pulling feeders for panels & communications. Painting clgs in J, H, G. Bldg C, D, E – rough plumbing & elec. Bldg F: new steel decking on existing steel beams. Excavation between B & D to get door into Elec Rm. Southeast corner of Bldg D rebuild underway – block is complete, will add brick veneer tomorrow if weather permits. Power washing brick on east side of Bldg A prior to steel framing of A/B Connector starting next week. NEXT: Ready to sheetrock all lower bldgs. Framing closure of old stairs in Bldg B. 2.0 CONSTRUCTION TOPICS 2.1 SITE/CIVIL TOPICS: (BSC – Frank Vacca) 2.1.1 Site/Civil Submittals & RFI’s: 04/09 RFI 59 outstanding. FV: Will send later today as CSK-13. 2.1.2 Encroachment Permit for Guardrail on Route 32: 03/26 FV: Sent to Mayor who approved it. Sent to P&Z & Transit Authority at Mayor’s request. Have not heard back from either – will follow up. 04/02 FV: Have not heard back from P&Z or Transit Authority. Will keep trying. 04/09 FV: Mayor & P&Z & Transit have reviewed & have no comments. Work shown on CSK-11. CLOSED. 2.1.3 Bldg M basement access: 04/09 On hold until FMC is resolved. 2.1.4 CSK-10: 04/09 FV: Got a comparison quote on metal stair of $18.5k. Have a possible rework to replace this stair with landscape steps but have not finalized it. GP: Landscape steps would be the least expensive option, so please finalize it. They price by # of risers so that needs to be accurate. BSC/FV High 2.1.5 Water line installation at Bldg B west side: 04/02 FV: Issued draft CSK-13 for review showing landscape steps along the slope with sections of bituminous walk between them. #16-063 Oxoboxo Lofts, Uncasville, CT Meeting Minutes #35 04/09/2020 Page 3 of 8 It is longer than the previous stair, but it is not a full stair. They are set on top of a crushed stone layer – it is more of a landscape design. SO: Handrails on both sides of the stair treads will be required. GP: Location of water line without the retaining wall? FV: Shallow but can use anywhere from 2-8” of hard closed-cell foam insulation to protect it. FB: It is already covered. GP: Can we eliminate both retaining wall & insulation & handle it with grading? FV: Could shorten the retaining wall but not eliminate it completely. Will move the stairs to the southwest to get as shallow a slope over the pipe as possible. 04/09 FV: Working on getting slope to work. BSC/FV High 2.2 DEEP TOPICS: (Yantic River Consultants – Brandon Handfield) 2.2.1 FMC Application to DEEP: 03/19 EK: FMC was submitted last week. There is a 30 day public notice period next. Need list of work from MC that needs to occur in the floodway. I will set up a call w/BH for next Tuesday to review the list & see if anything can be released. SO: Add Courtyard access to the list. 03/26 EK: Call scheduled for tomorrow 04/02, 04/09 Not reviewed. 2.2.2 Helical Pile Installation: 04/09 Completion of work remains outstanding until FMC is approved. 2.2.3 Grout Bag Submittal: 04/09 Completion of work remains outstanding until FMC is approved. 2.3 ENVIRONMENTAL REMEDIATION TOPICS: (Down To Earth – Tim Carr) 2.3.1 RAP Application to DEEP: 02/20 TC: Meeting last week w/DEEP went well. Have some followup with them but they have internal discussions to have & get back to us. EK: There is no official approval on the RAP – just have to respond to DEEP comments. We are in good shape on the RAP application – not holding up construction. 02/27 TC: Same. 03/05, 03/12, 03/19, 03/26, 04/02, 04/09 Not reviewed. 2.3.2 Injection System: (related topic below: equipment in Bldg M Basement) 02/20 TC: Still on hold until after closing. Shouldn’t be doing remediation on someone else’s property. EK: Any weather- driven dates? TC: Storing & mixing water-based solutions on the ground would require to hold off until after any threat of hard freeze. EK: May 1 start date? TC: Yes. Assume injection process will take 1 month, then monitor for 4 months. DEEP was helpful in being flexible with subsequent injections. After initial injection, the process runs through within 6 months. 80% chance of initial injection being successful. EK: Give me the exact cost of starting this before closing. Need Eversource contact to install insulating fleece on the wires because we will be within 10 feet of the wires. PL: Will send Eversource contact. 03/05, 03/12, 03/19, 03/26, 04/02, 04/09 Not reviewed. 2.3.3 SVE Equipment: 02/20 TC: Piping & wells are installed to Bldgs J,H & F. Finishing stub-ups to Bldg F today. Remaining: electrical supply for SVE blower & equipment installation after floor in Bldg F is installed. SK: Vents going through the living spaces of buildings? TC: No because we now have the crawl space to utilize. 02/27 TC: Adding stub-ups tomorrow. 03/05, 03/12, 03/19, 03/26, 04/02, 04/09 Not reviewed. DTE/TC High 2.3.4 Remediation in Courtyard: 02/20 TC: Working on disposal of stockpile – we have approval for an alternate disposal location but waiting for final approval. EK: We would prefer to let stockpile remain until we can work in the flood plain again so there is only 1 mobilization. Approval of FMC is the key to this. PL: Parking is getting tight but we can wait for removal of stockpile. 02/27 TC: Same. 03/05, 03/12, 03/19, 03/26, 04/02, 04/09 Not reviewed DTE/TC High 2.3.5 Equipment in M Basement: 02/20 TC: Equipment could be moved & stored while it is shut down during the injection process. It is an old system – should be scrapped. The problem is if we need to use it again, it would need to be reconnected. I will try to find a temporary system that could be used. The only thing of real value is the air compressor – it is new. EK: TC to review equipment & instruct on what is to be saved. 02/27 TC: Same. 03/05, 03/12, 03/19, 03/26, 04/02, 04/09 Not reviewed. DTE/TC Medium 2.3.6 Excavating and storing soils during storm drainage installation: 02/27 GP: There is enough ash in the soil that we need to dig test pits – planning to dig them tomorrow. TC: Surface is changing from industrial paved surface to residential landscaped surface. FB: Under a paved surface, you need 2 feet of cover over the ash. Under a landscaped surface, you need 4 feet of cover over the ash. 03/05, 03/12, 03/19, 03/26, 04/02, 04/09 Not reviewed. 2.4 STRUCTURAL TOPICS: (Morrissey Engineers – Dan Morrissey) 2.4.1 Structural Submittals & RFI’s: 04/09 GP: RFI 59 for rubble foundation at west wall of Bldg D – would be better to build a retaining wall in front of the exposed rubble. DM: Site/civil should show all retaining walls to avoid confusion. SO: Will communicate to FV. 2.4.2 A/B Connector: 04/02 GP: No wood blocking showing in the metal stud walls. DM: We don’t require blocking, but we don’t object to it. DM/SO: Yes. 04/09 CLOSED. 2.4.4 Bldg C Joists: 04/02 GP: Can we drill through joists for plumbing? DM: I will look for a product that can run through a 2x10. Not optimistic but I will try. 04/09 DM: Can’t achieve a hole through a 2x10 big enough for the plumbing. Not able to find a Simpson product to transfer the shear across the hole. PL: Adding soffit above kitchen cabs & closets & short one in living space below. SO: Please send markup so we have it for record. MC/PL Med 2.4.5 B/D Connector: 04/09 GP: Don’t have SKS’s for this. SK: Sending them now. 2.5 MEP TOPICS: (Aztech Engineers – Pat Callahan) 2.5.1 MEP Submittals & RFI’s: 04/09 GP: Priority requested on short circuit coordination study. PC: Will ask DA for eta on the study. RFI 58 underway. AZT/DA Highest 2.5.2 Laundry Room Redesign: 04/02 PL: Printing sheets for review right now – will send ASAP. 04/09 PL: Mechanical/ductwork plans & plumbing will come first, electrical will follow. AZT/PC/DA High 2.5.3 Ducts in Bldg B Basement Level: 03/12 SO: Clg height at beams is 7’-1”. We need to review all ductwork in that level. PC: Send a redline plan to me & I will review. SO: Will do. 03/19, 03/26 SO: Same. 04/02 PC: Will send ASAP. 04/09 PC: Will be part of drawings for laundry rooms. AZT/PC High 2.5.4 J/M Connector: 03/19 GP: Need full MEP drawings. SO: These are on hold until we resolve where the courtyard access will occur. 03/26 PL: Layouts started, need Revit model. SO: We have a call tomorrow for work in the floodway; hopefully we will have an answer on courtyard access soon. 04/02 PL: Mechanical & lighting work is done, just waiting to see if doors to courtyard will be in this area. EK: Need sketches to evaluate options for courtyard access. 04/09 SO: Sketch of doors will go out by end of week. PBBA/SO High 2.5.5 Additional Heat in Connectors: 04/09 GP: No heat showing in A/B Connector. Will also need minimal heat in B/D and D/E connectors. PC: Send an RFI & we will respond with a product make/model & location like we did the heat for Bldg M Sprinkler Room. SO: Will review draw downs by end of the week – have to pick up Benjamin Moore paint sample bag from the office first. PBBA/SK/SO High 2.6.2 Updates to all drawings to reflect design changes: 04/02 SO: RCP’s are underway. 04/09 SO: CLOSED here, see 2.6.4 below. 2.6.3 Outlets on short walls: 04/02 SK: Code mod was sent to BO this week. 04/09 SO: Will check w/Dave on status of this request. PL: This is holding up ability to sheetrock the lower buildings. 2.6.4 Lighting fixtures at top floors of Bldgs A & B/RCP’s: 02/13 GP: Some fixtures will be very high – should they change to pendants? SO: Perimeter fixtures can remain as surface mounted; fixtures in center should be pendants. Will update RCP’s. 02/20, 02/27, 03/05, 03/12 SO: Same. 03/19, 03/26, 04/02, 04/09 SO: Will be answered on revised RCP’s. PBBA/SO/SK High 2.6.5 MEP in corridors of Bldgs A & B: 03/19 SO: Will review if anything can move to crawl space in Bldg A. Bldg B Basement underway. PBBA/SK High 2.6.6 Fireproofing of Bldg B Basement Floor: 03/19 SO: We will provide a rating to spray fireproof the steel. 03/26, 04/02, 04/09 SK: Same. PBBA/SK High 2.6.7 Paint Color Schedule: 04/02 GP: Need to keep the upper corridor walls white behind the mechanical runs. Have mockup in Bldg M to review. SO: Will go to site today to review. GP: Pick up draw-downs in the trailer when you are here. 04/09 SO: Will return draw downs by end of week. EK: It is on me to resolve black ceilings vs. white ceilings. PBBA/SO DP/EK High High 2.6.7 Bldg F Cooling Tower Enclosure: 04/02 SK: Finishing up the details 04/09 SK: Same. GP: Need this soon. PBBA/SK High 2.7 SHPO/NPS APPROVALS: (Paul Bailey Architect – Susan Odell) 2.7.1 SHPO/NPS: Existing wood flooring in Bldgs A & B: 03/19 SO: JS sent the package to SHPO. Will ask JS for exact date so we can track the 30 days. 03/26 SO: JS reports that SHPO received this amendment on March 12. So we are targeting April 12 for SHPO approval & May 12 for NPS approval. 04/02, 04/09 SO: Same. 2.7.2 SHPO/NPS Approval of Roofing Details 04/02 SO: JS is sending today or tomorrow to SHPO. Will send mull detail that JS said was problematic to Toby Wharton for review. 04/02 SO: Separating out the windows that don’t need a condition assessment attached to them & sending to JS for submission to SHPO. Starting condition assessment on remaining windows. 04/09 SO: Windows that don’t need condition assessments are ready for JS to send out. Working on completing condition assessments now – will be complete by end of week. PBBA/SO Highest 2.7.4 SHPO/NPS Lighting Fixtures: 03/19 SO: Cut sheets assembled, just need the fixture at the exterior doors, then will send all cut sheets, lighting schedule & plans to Historic Consultants for review. 03/26 SO: Have approval from Historic Consultants on new fixture – will package all together & send for a final review. 04/02 SO: Same. 04/09 SO: Will send lighting fixture cut sheets to JS & AR after window condition assessments are complete – Monday. PBBA/SO High 2.7.5 SHPO/NPS Masonry: 03/19 SO: After windows, will package the photos of the mortar samples for Bldgs D, E, G, H, J, K, L, M & send to Historic Consultants for review. Samples underway by Mason for Bldgs A,B,C,F. 03/26 SO: Bldg G mortar sample approved. 04/02, 04/09 SO: Same. PBBA/SO High 2.7.6 SHPO/NPS Signage: 04/09 SO: Will assemble this package after the ones listed above. 2.7.7 SHPO/NPS Design Changes: 04/09 SO: Will assemble these 2 packages after the ones listed above. 2 packages are Bldg E Vestibule & changing windows to doors. 2.8 OWNER TOPICS: 2.8.1 Transformers/Eversource Coordination/Electric Meter location: 04/02 GP: Gerry said that all easement paperwork is sitting on Joe Cassata’s desk. PL: Joe Cassata said that office was pretty much shut down & they are not allowed in. Asked him if they would provide power without the easement finalized. He said probably not. EK: I will call Joe to find out who I need to mail the paperwork to to keep this moving? Joe’s cell: 860-447-5746. 04/09 EK: Same. DP/EK High 2.8.2 Meeting w/Postmaster: 03/26 EK: Emailed Postmaster to resolve, waiting to hear back. Will try for conf call early next week. 04/02 EK: Haven’t heard back from Postmaster. DP/EK High 2.9 CONSTRUCTION TOPICS: 2.9.1 Sewer Lateral out of Bldg M: 03/19 GP: Just sent instruction to DEF to camera the sewer line. 03/26 GP: Camera work is happening Monday at 7 am. PL: Camera will tell us whether we need to add a house trap. 04/02 GP: Camera was done but reached a block that it could not get past. Will review options. 04/09 PL: Area has been exposed so the line can be re-camera’d. No date on the camera yet. GP: I will push for the date. MC/GP High 2.9.2 Blower Door Test: 04/02 GP: Scheduled for April 13. EK: Testing should happen in 1 day but will need 2 days following that to formulate direction to construction. 04/09 GP: Scheduled for April 17. Change in units to M-10 & M-5. MC is performing the work to seal the windows. MC High 2.9.3 Meeting on Security: 03/19 EK: Electrical sub to circulate plan mark-up for confirm by team. Electrical sub to price requested items in a Tier 1 and Tier 2 format. 03/26 GP: Elec sub should have pricing in the next week. 04/02 GP: Haven’t received anything. Will review w/Gerry after the mtg. 04/09 GP: Reviewed w/Gerry but nothing yet. Will keep pushing. MC/GP High 2.9.4 Cable: 04/09 EK: Agreement signed w/Frontier – ready for construction to take over. Still bringing both services (not just Frontier) in to the buildings. MC High 3.0 CHANGE ORDERS 3.1 Status: 04/09 Not reviewed. 4.0 REQUISITIONS 4.1 Status: 04/09 Not reviewed. Conference calls will be held weekly on Thursdays at 10:00 am. Job site meetings will be held weekly on Thursdays at 1:00 pm. Next up is a conference call at 10:00 am on April 16, 2020.
