GP: FB, need updated construction schedule to reflect reality through the end of March. FB: Will do. MC/PL DP/FB High High 1.2 CONSTRUCTION PROGRESS: #16-063 Oxoboxo Lofts, Uncasville, CT Meeting Minutes #32 03/19/2020 Page 2 of 7 1.2.1 Status: 03/19 PL: Underway: Completing GWB in stair of Bldg B, hanging supports for MEP in lower bldgs, framing of load-bearing walls in C, installing ceilings in J H G, installing kitchens & bathrooms & ductwork in all lower bldgs, Roof demo on lower bldgs, water line installation from access road at RT 32, finishing electrical work in area north of Bldg J. Next week: Construction of stair in Bldg B, gyp-crete in A & B, Bldg D southeast corner rebuild (pending weather), piping for Bldg D Elec Rm, rotted exterior beam replacement on Bldg M, installation of metal deck at F lower level. 2.0 CONSTRUCTION TOPICS 2.1 SITE/CIVIL TOPICS: (BSC – Frank Vacca) 2.1.1 Site/Civil Submittals & RFI’s: 03/19 No outstanding submittals or RFI’s. 2.1.2 Encroachment Permit for Guardrail on Route 32: 03/19 FV: CSK sent out for review. We are now completely out of the Route 32 right of way. Will clarify edge of right of way on the drawing & review the drawing with the Transit Authority (per Mayor’s request) & then the drawing can be submitted for approval. EK: Keep it moving. BSC/FV Medium 2.1.3 Bldg M basement access: 03/19 On hold until FMC is resolved. 2.1.4 CSK-10: 03/19 FV: Minor changes to stairs at west side of Bldg B due to water line installation. Will issue sketch for review. GP: Need more design info for stair along Bldg A. FV: Will find a photo that represents design intent. BSC/FV High 2.1.5 Roof Leaders: 03/19 FV: Roof leaders will be submitted as CSK-12. BSC/FV High 2.1.6 Site wall near J/M Connector: 03/19 FV/SO: Saw-cut existing wall & add brick cap. CLOSED. 2.1.7 Area between Bldgs F & G: 03/19 FV: Changes to this area are underway. PL: This is priority. BSC/FV Highest 2.2 DEEP TOPICS: (Yantic River Consultants – Brandon Handfield) 2.2.1 FMC Application to DEEP: 03/19 EK: FMC was submitted last week. There is a 30 day public notice period next. Need list of work from MC that needs to occur in the floodway. I will set up a call w/BH for next Tuesday to review the list & see if anything can be released. SO: Add Courtyard access to the list. MC/GP DP/EK High High 2.2.2 Consent Order: 03/19 EK: Consent order has been resolved. CLOSED. 2.2.3 Helical Pile Installation: 03/19 Completion of work remains outstanding until FMC is approved. 2.2.4 Grout Bag Submittal: #16-063 Oxoboxo Lofts, Uncasville, CT Meeting Minutes #32 03/19/2020 Page 3 of 7 03/19 Completion of work remains outstanding until FMC is approved. 2.3 ENVIRONMENTAL REMEDIATION TOPICS: (Down To Earth – Tim Carr) 2.3.1 RAP Application to DEEP: 02/20 TC: Meeting last week w/DEEP went well. Have some followup with them but they have internal discussions to have & get back to us. EK: There is no official approval on the RAP – just have to respond to DEEP comments. We are in good shape on the RAP application – not holding up construction. 02/27 TC: Same. 03/05, 03/12, 03/19 Not reviewed. 2.3.2 Injection System: (related topic below: equipment in Bldg M Basement) 02/20 TC: Still on hold until after closing. Shouldn’t be doing remediation on someone else’s property. EK: Any weather- driven dates? TC: Storing & mixing water-based solutions on the ground would require to hold off until after any threat of hard freeze. EK: May 1 start date? TC: Yes. Assume injection process will take 1 month, then monitor for 4 months. DEEP was helpful in being flexible with subsequent injections. After initial injection, the process runs through within 6 months. 80% chance of initial injection being successful. EK: Give me the exact cost of starting this before closing. 02/27 TC: Working on cost - meeting with vendor next Tuesday. Need Eversource contact to install insulating fleece on the wires because we will be within 10 feet of the wires. PL: Will send Eversource contact. 03/05, 03/12, 03/19 Not reviewed. DTE/TC High 2.3.3 SVE Equipment: 02/20 TC: Piping & wells are installed to Bldgs J,H & F. Finishing stub-ups to Bldg F today. Remaining: electrical supply for SVE blower & equipment installation after floor in Bldg F is installed. SK: Vents going through the living spaces of buildings? TC: No because we now have the crawl space to utilize. 02/27 TC: Adding stub-ups tomorrow. 03/05, 03/12, 03/19 Not reviewed. DTE/TC High 2.3.4 Remediation in Courtyard: 02/20 TC: Working on disposal of stockpile – we have approval for an alternate disposal location but waiting for final approval. EK: We would prefer to let stockpile remain until we can work in the flood plain again so there is only 1 mobilization. Approval of FMC is the key to this. PL: Parking is getting tight but we can wait for removal of stockpile. 02/27 TC: Same. 03/05, 03/12, 03/19 Not reviewed. DTE/TC High 2.3.5 Equipment in M Basement: 02/20 TC: Equipment could be moved & stored while it is shut down during the injection process. It is an old system – should be scrapped. The problem is if we need to use it again, it would need to be reconnected. DTE/TC Medium 2.3.6 Excavating and storing soils during storm drainage installation: 02/27 GP: There is enough ash in the soil that we need to dig test pits – planning to dig them tomorrow. TC: Surface is changing from industrial paved surface to residential landscaped surface. FB: Under a paved surface, you need 2 feet of cover over the ash. Under a landscaped surface, you need 4 feet of cover over the ash. 03/05, 03/12, 03/19 Not reviewed. 2.4 STRUCTURAL TOPICS: (Morrissey Engineers – Dan Morrissey) 2.4.1 Structural Submittals & RFI’s: 03/19 DM: No submittals outstanding. GP: RFI’s 55 & 56 remain outstanding. 2.4.2 Bldg F Structural Steel: 03/19 DM: RFI 55 – just received confirmation from AZT. Will return this RFI today or tomorrow. FB to coordinate a follow-up call to review drainage at the new concrete slab roof. ME/DM High 2.4.3 C/B Wall Repair: 03/19 DM: RFI 56 – will respond in writing to document verbal agreement to build a new bearing wall in Bldg C. ME/DM Medium 2.4.4 Cracked Lintels in Bldg B: 03/19 DM: Sent approval. CLOSED. 2.4.5 Bldg A 2nd floor rotten headers over windows: 03/19 DM: Sent sketches this week. SK: Will forward SKS. PBBA/SK High 2.4.6 Columns in Bldg B North Tower: 03/19 DM: SKS’s 91 & 92 sent to document this. SK: Will forward to GP ASAP. PBBA/SK High 2.5 MEP TOPICS: (Aztech Engineers – Pat Callahan) 2.5.1 MEP Submittals & RFI’s: 03/19 PC: No submittals or RFI’s outstanding. GP: Seismic restraint submittal outstanding – sent Feb 28. PC/SO: Did not receive on Feb. 28. GP: Ok will send. 2.5.2 Laundry Room Redesign: 03/19 PC: Underway. AZT/PC/DA Highest 2.5.3 Site Lighting: 03/19 PC: DA asked for stripped down CAD file from FV but did not receive. Will check with DA if he can work with the file. PC to update EK on delivery schedule by end of day. AZT/PC/DA High 2.5.4 Ducts in Bldg B Basement Level: 03/12 SO: Clg height at beams is 7’-1”. We need to review all ductwork in that level. PBBA/SO/SK High 2.6.4 Window openings on west side of Bldg B, basement level: 03/19 Details issued. CLOSED. 2.6.5 Bldg M Sprinkler Room: 03/19 Sketch issued. PBBA/SO High 2.6.7 Lighting fixtures at top floors of Bldgs A & B: 02/13 GP: Some fixtures will be very high – should they change to pendants? PBBA/SK High 2.6.9 Fireproofing of Bldg B Basement Floor: 03/19 SO: We will provide a rating to spray fireproof the steel. PBBA/SK High 2.7 SHPO/NPS APPROVALS: (Paul Bailey Architect – Susan Odell) 2.7.1 SHPO/NPS: Existing wood flooring in Bldgs A & B: 03/19 SO: JS sent the package to SHPO. Will ask JS for exact date so we can track the 30 days. PBBA/SO Medium 2.7.2 SHPO/NPS Approval of Roofing Details 03/19 SO: Roof drawings reviewed by Historic Consultants this week – we have 1 final comment on the drawings to complete – will send package out on Friday. EK: We will have 1 final review with historic consultants & Russ at DP on Friday or Monday before releasing roofs to MC. PBBA/SK/SO Highest 2.7.3 SHPO/NPS Windows: 03/19 SO: Window details reviewed by Historic Consultants this week – have 1 comment on the drawings to complete by end of day today – will send revised package out & we can review when we review the roofing details. PBBA/SO Highest 2.7.4 SHPO/NPS Lighting Fixtures: 03/19 SO: Cut sheets assembled, just need the fixture at the exterior doors, then will send all cut sheets, lighting schedule & plans to Historic Consultants for review. PBBA/SO High 2.7.6 SHPO/NPS Signage: 03/19 SO: Will assemble this package after the ones listed above. 2.7.7 SHPO/NPS Design Changes: 03/19 SO: Will assemble these 2 packages after the ones listed above. 2 packages are Bldg E Vestibule & changing windows to doors. 2.8 OWNER TOPICS: 2.8.1 Transformers/Eversource Coordination/Electric Meter location: 02/20 EK: Will check in with Joe Cassata at Eversource on easement status. 02/27, 03/05, 03/12 Not reviewed. 03/19 EK: Same. DP/EK High 2.8.2 Meeting w/Postmaster: 03/19 EK: Locations reviewed on site, but remains unresolved. SO/EK High 2.8.3 Ceiling Paint Color: 03/19 SO: Colors sent to MC. Need to review Interior Designer’s plan mark-up of color locations before issuing to MC. EK: Check with me before issuing. SO/EK Medium 2.8.4 Meeting on Security: 03/19 EK: Electrical sub to circulate plan mark-up for confirm by team. Electrical sub to price requested items in a Tier 1 and Tier 2 format. MC/GP High 2.8.5 Site Sign: 03/19 EK: On hold for now. 2.9 CONSTRUCTION TOPICS: 2.9.1 Window sills: 03/12 GP: Approx $3k to remove existing layer of mortar. 03/19 GP: Will send photos of sills to FB to review for approval. MC/GP Medium 2.9.2 Sewer Lateral out of Bldg M: 03/19 GP: Just sent instruction to DEF to camera the sewer line. 2.9.3 Electrical Installation: 03/19 GP: We have a existing pole support cable that is in the way of a new manhole. PL: Eversource will relocate the pole support. 3.0 CHANGE ORDERS 3.1 Status: 03/19 GP: Received several signed CO’s from EK yesterday. 4.0 REQUISITIONS 4.1 Status: 03/19 Not reviewed. Conference calls will be held weekly on Thursdays at 10:00 am. Job site meetings will be held weekly on Thursdays at 1:00 pm. Next up is a conference call at 10:00 am on March 26, 2020.
