1.0 CONSTRUCTION PROGRESS & SCHEDULE
1.1 Construction Schedule:
08/15 Dam Removal schedule only reviewed – August 22-29 start, August 29-Sept 10
end. See below for details.

3.0 NEW TOPICS:
3.1 Dam Removal:
08/16 SS: Dam removal start range: August 21-29, 2019. FB Is DP’s Project Manager KP:
Should be 7 business days total construction time, max 2 weeks. SS: DEEP is expecting full
monitoring from BSC on the dam removal. Bill is the Owner & the Permittee. DP has to
ensure that Bill is removing the dam according to the drawings and specs. Frank will be
on site 3 times during the 7 day schedule. We would need BSC’s near constant presence
on site to make sure it is being done properly. KP: Understood. We will be there when Bill
is working. FB: There may be some sediment that will be removed to our site, TC will
handle testing of these soils. TC will wait on BSC’s call to come test the soils.

3.2 Dam Removal, SHPO:
08/16 SS: James Sexton is submitting National Historic Register designation today to
Jenny Scofield at SHPO to be on Sept. Board agenda. Jenny has asked James to indicate
that the dam removal work will be done & to take photos & document after the dam is
removed so Jenny can write an amendment. FB: There is an outstanding SHPO request to
salvage 1 or 2 stones from the dam and relocate to our site & put a sign marker on them.
KP: I will follow up. If this is not on the drawings, we will suggest placement on the site.
3.3 Building Permit for Lofts Construction, Items Outstanding:
08/16 SS: FB, please advise on status of early start vs regular permit. FB: There is no
difference between early start and regular permit. We need the 2 remaining items from
PBBA & the DOT permit ASAP to obtain the building permit. SO: Per phone conversation
with Karl yesterday, the 2 remaining items (ComCheck/ResChecks & smoke alarm
locations) are top priority & will be completed ASAP. Cannot give time frame until
reviewing with Aztech.
DOT Permit: FB: From what I understand the DOT permit is not applicable. I understand
it is under 100 units & 200 parking spaces. KP: Those limitations apply to a Major Traffic
Generator permit, which this project does not need. This project will require an
encroachment permit for a minor amount of work on Route 32 (adjusting a guard rail
slightly). We have submitted plans to local district 2 DOT office & will follow up on their
review today. Their approval clears the way for the GC to post bond & provide insurance,
then the GC receives the actual permit. These permits are very routine & we don’t think
it will be a big deal. SS: By statute, what is time period for review? KP: 30 days but we
have seen them reviewed in 2 weeks. SS: The town, in order to release the permit, wants
to either see the permit or see that the application has been submitted. FB: Talking to the
Building Official today & will communicate all of this. KP: Will prepare letter today to state
that the OSTA permit for major traffic generators is not required & send to FB by 1pm
today.
3.4 RFI MC 001 - Access to Courtyard at Bldgs H, J, K, M:
08/16 SO: EF/PBB made decision during design to not have access through building into
the courtyard, based on the fact that someone could walk in under the bridges across the
stream. EF recently confirmed that this decision stands. GP/FB: Access under the bridges
is very limited – low headroom & slippery on the rocks. DM: We will provide whatever
access is needed during construction. The issue is permanent access after construction.
SO: Will put this topic on hold for now & revisit further into construction.
3.5 RFI MC 002 Method of construction for raising floors in Bldgs G, H & J above 500 year flood:
08/16 SO: Pending because SHPO wants the floors raised with wood framing, not
structural fill & concrete slab. Have asked Jeff Caiola at DEEP whether flood vents will be
needed in the walls along G and J & waiting for response. If flood vents are needed, this
needs to be communicated to SHPO because their decision might change. As soon as we
have this answer, drawings will be issued.
3.6 RFI MC 003 Gas Company questions:
08/16 GP: We need this info to move forward with the gas company. SO: relative priority?
GP: Medium. SO: Will follow up with Aztech on status.
3.7 RFI MC 004 Bldg M Basement:
08/16 GP/DM: We have several questions – details for closing off existing access, where
is new access & details for it, HVAC needed, moisture issues when envelope is tightened
up, environmental equipment remaining? SO/SK: New access via exterior stair on south
side of Bldg M is shown on the site drawings. We will follow up on other issues.
3.8 Environmental Equipment in Bldg M Basement:
08/16 SS/TC: Equipment is currently functioning but scheduled to be shut off around
October. Then 1 or 2 rounds of soil tests will be performed on ???schedule. Depending
on results of soil tests, equipment may have to be turned back on, so it must remain in

basement until this is known. FB/DM/GP: Questions include: does it need an enclosure
&/or HVAC &/or acoustical isolation since it is quite loud. SO/SK: Also it is below the flood
elevation – don’t want DP to get to CO status & find out that it is not allowed to be there.
SS: All understood, but we will hold on this issue for now.
3.9 RFI MC 005 Reuse of water lines off of Route 32:
08/16 FB: WPCA has given approval of reuse of existing lines, including tapping off existing
8” fire line for domestic service, pending engineer’s sign off. SO: Is this holding up permit?
FB: I don’t think so, but I will check with the BO today. SO: I will follow up with Aztech. Let
me know ASAP if it is a permit issue.
3.10 RFI DP 101 Coordination of Ejector Pit Design:
08/16 We have design of pump from ??? But need someone to coordinate design of pit
and utility connections to the pit. KP: We will provide spec for pit – they are standard
items. SO: Will ask Aztech to provide utility connections to the pit. DM: Until we resolve
the generator issue, this cannot move forward.
3.11 RFI DP 102 Reuse of sanitary lines & inverts:
08/16 FB: Need engineer to confirm reuse of sanitary lines. MC is obtaining inverts today.
3.12 RFI DP 103 Bldg Dept Queries:
08/16 FB: All answered except 2 outstanding items reviewed above. SO: Will provide
ASAP.
3.13 RFI DP 104 Utility plan update with generator:
08/16: SO: BSC provided this plan. FB/DM: Yes but we need info on ???.
3.14 RFI DP 105 Sanitary & water line questions:
08/16 FB: Need connection detail to existing sanitary line, ejector pump design capacity,
water meter locations, fire flow & pressure adequacy confirmed. SO: Will follow up with
Aztech.
4.0 RFI’s
4.1 Status:
08/16 RFI log including both DP & MC RFI’s reviewed. See above for details. FB/DM/GP:
Most RFI’s are overdue. After building permit issues, RFI’s re:utilities are top priority.
5.0 SUBMITTALS
5.1 Status:
08/16 Submittals not reviewed. PBBA is in receipt of 1 submittal for elevator in Bldg B.

8.1 Meeting not held on site, so no site walk.
