MEMORANDUM

RE: 217SITE9 – 14 Enterprise Lane (M2 Lot 5D), Oakdale, CT –
Applicant/Owner, Patterson Brothers Properties, for Site Plan
Approval for Site Improvements for Paving Business
Above-referenced application is for site improvements for property currently used by a
paving company (“Driveway Guys”) including, but not limited to, access drives, parking
areas, retaining walls and materials storage bins.
The site is located in the Light Industrial (LI) zone on .94 acres (41,135 SF) with about
136 feet of frontage on Enterprise Lane on the end of the cul-de-sac. Site Plan approval
was granted on May 27, 2003 for a 40’ x 40’ commercial building and associated parking
area for 5 cars. Site improvements were made without the benefit of approval of a
modified site plan subsequent to the purchase of the site by the current owner in August
2014. There are no wetlands located on or directly adjacent to this site and it is not
located in either a Flood Hazard or Coastal Zone. The site is located in the Lake
Konomic Public Water Supply Watershed and, therefore, referral to the City of New
London for review and comment is required.
Please be advised of the following with regard to my review of the proposed site plan
entitled “Improvement Location & Topographic Survey, Sheet 1, Existing Conditions,
Sheet 2, Proposed Improvements for Existing Site, Sheet 3, Notes & Details, Prepared for
Patterson Bros Properties, LLC, 14 Enterprise Lane, Montville (Oakdale), CT, Prepared
by Boundaries, LLC, Dated October 2017”:
1. Revise Survey Note 5, Sheet 1 to “Map 2, Lot 5D” (eliminate ‘block’).
2. Revise Survey Note 9, Sheet 1 to delete sentences 3 & 4.
3. Revise General Note 1, Sheet 2 to delete the word ‘greater’ on line 3.
4. Revise Sheet 2 to identify existing lighting.
5. Revise Detail Sheet to add dumpster pad screening.
6. Revise plan to add note “There shall be no on site storage of fuel tanks”.
7. Revise plan to add note to Sheet 3: “After site construction is completed and
accepted by the Town, it shall be the responsibility of the Owner to maintain all drainage
structures. In addition, the following inspection and maintenance guidelines shall be the
responsibility of the Owner, beginning the first year period following construction
completion and acceptance, and shall be followed each year thereafter:
1. Drainage and/or other Paved Areas: Inspect on a regular basis not to exceed
weekly for litter and debris. If applicable, sweep at least twice a year, with the first

occurring as soon as possible after first snowmelt and the second not less than 90 days
following the first.
2. Drainage Structures (Sediment Basin): Inspect semi-annually and clean when
one-half full of silt and/or debris.
3. Landscaped Areas (Sediment Basin, Vegetated Swale): Inspect semi-annually
for erosion or dying vegetation. Repair and stabilize any bare or eroded areas and replace
vegetation as soon as possible.
8. Submit Soil Erosion & Sediment Control Bond estimate.
