OFF CHERRY LANE, MONTVILLE, CONNECTICUT
GENERAL PROCEDURES
1. Prior to the commencement of any construction on the site, the Contractor's
representative shall meet with the Zoning Enforcement Officer of the Town of
Montville and discuss and agree upon the method of installation of erosion and
sediment control measures in conjunction with the development of the site.
On or before the date of the meeting herein referenced, the Owner shall
designate, in writing, a representative who shall be responsible for the
implementation of the erosion and sediment control plan hereinafter set forth,
and for the compliance of the construction herewith.
Subsequent to the meeting described in Paragraph I of the General
Procedures section hereof, the Contractor's engineer shall delineate in the
field the area for installation of erosion and sediment control devices.
3. The Contractor shall install ail sediment and erosion control measures in
accordance with a plan entitled 'Proposed Excavation Plan Prepared For Getty
Granite Company Cherry Lane Montville, Connecticut Chandler, Palmer & King
Architects, Engineers & Surveyors 110 Broadway Norwich, CT 06360 203-889-

Of 2 And 2 Of 2' and further in accordance with the instructions of the Town
of Montville Zoning Enforcement Officer rendered at the meeting delineated in
Paragraph 1 of the General Procedures section of this Narrative.
4. All construction shall be conducted by the Contractor in accordance with the
'Excavation Plan' hereinbefore referenced in Paragraph 3 of the General
Procedures section of this Narrative as 'the same may be modified from time to
time during construction by the Town of Montville Zoning Enforcement Officer
to address unanticipated erosion and sediment control problems encountered
during construction.
5. Al'- erosion and sediment control measures shalt be inspected at least twice
weekly and after every storm event and repaired and maintained as necessary,
Construction shalt commence on or about June 15, 1993 and shat( continue
uninterrupted for a period of approximately sixty (60) months) or, until such
time as that amount of rock delineated in Cross -Section 'A', Cross -Section 'B'
and Cross -Section 'C' as delineated on Sheet 2 of 2 of the above -referenced
plan has been excavated and removed from the site.
7, During ccristruction, all silt fence and/or hay bales as delineated on the
'Excavation Plan' hereinbefore referenced in Paragraph 3 of the General
Procedures section of this Narrative and as required by the Montville Zoning
Enforcement Officer, shall be maintained in accordance with the united States
Soil Conservation Service Erosion And Sediment Control Handbook.
S. During the stabilization period, all erosion and sediment control measures shall
b:e Maintained in proper working order. The Owner's representative
delineated in the meeting described in Paragraph 1 of the General Procedures
section of this Narrative shall be responsible for checking all erosion and
sediment control measures on a twice -weekly basis during the stabilization
period and after each storm event. During the stabilization period with
respect to the site, any erosion which occurs within disturbed areas shall be
immediately repaired, reseeded and restabilized,
9. Once stabilization has been completed and certification thereof obtained in
writing from the Zoning Enforcement Officer of the Town of Montville, erosion
and sediment control measures shalt be removed by the Contractor.
10. In the event that the erosion and sediment control measures required by this
Narrative and/or the Town of Montville Zoning Enforcement Officer, are not
installed in accordance with the plan referred to in Paragraph 3 of the General
Procedures section of this Narrative Cor as required by said Zoning
Enforcement Officer)i or, in the event that said erosion and sediment control
measures are not maintained in accordance with the requirements of the
United States Sol( Conservation Service Erosion And Sediment Control
Handbook, then and in that event the Owner and the Contractor shalt be
required to immediately cease and desist all further construction in
accordance with this Narrative and the plan delineated in Paragraph 3 of the
General Procedures section of this Narrative until such time as such erosion
and sediment control measures are installed and/or properly Maintained and
written certification thereof is obtained from the Zoning Enforcement Officer
of the Town of Montville together with written authorization to resume work.
11, Unless designated otherwise in writing, Lawrence Getty of Route 85, Salem,
Connecticut (859-2972), shalt. be the designated party responsible for the
implementation of this soil, erosion and sediment plan,
DEVELOPMENT
The proposed excavation will allow for the removal of approximately 16,000 cubic
yards of rock material.
The property is composed mainly of six soil typesi Adrian and Palms 'Aa'j Canton
Hollis 'CrC' and 'CrD'i Hottis-Charlton 'HrC' and 'HrD°; Paxton and Montauk 'PbB',
The area or the proposed excavation is composed of Canton-Hotlis and Hollis -
Chariton soils.
1. 'Aa' Nearly level, very poorly drained sous are in pockets and depressions
or Stream Terraces, Outwash Plains, and Glacial Titt Uplands,
2, 'CrC' Fine sandy foams, very rocky, 3 to 15% slopes. This gently sloping
complex consists of somewhat excessively drained and wet( drained soils on
Glacial Till Uplands, Rock outcrops cover up to 10% of the surface.
3. 'CrD' Fine sandy looms, very rocky, 15 to 45% slopes. This moderately steep
to steep complex consists of somewhat excessively drained and well drained
soils on Glacial Tit( Uplands. Rock outcrops cover up to 10% of the surface,

i i, 'HrC' Rock outcrop complex, 3 to 15% slopes, This gently sloping to sloping
i complex consists of somewhat excessively drained and welt drained sails and
rock outcrop on Glacial Titt Uplands. Stones and Boulders cover 1 to 8% of the

;;• 'hrD' Rock outcrop complex, 15 to 45% slopes, This moderately steep to very

6. 'PbB' Fine sandy (oams, 3 to 87. slopes. These gently sloping welt drained
sails are on Drumloidal, Glacial Tilt and Uplands Landforms,
The only materials which shall be excavated and removed from the site in accordance

CONSTRUCTION SEQUENCING
11 Prior to the commencement of operations in accordance with any permit issued
by the Town of Montville Planning and Zoning Commission, the Contractor shalt
Install. all erosion and sediment control measures in accordance with the
'Excavation Plan'.
2. Prior to the commencement of operations, the Contractor shall obtain a site
inspection from the Town of Montville Zoning Enforcement Officer to ensure
that all erosion and sediment control measures have been installed in
accordance with this Narrative and the 'Excavation Plan'. Upon certification
with respect to the installation of erosion and sediment control measures, the
Contractor may commence operations pursuant to the permit. Erosion and
sediment control devices shall be installed in accordance with the 'Fitter
Barrier Installation & Maintenance' and 'Hay Bate Installation & Maintenance'
sections of this Narrative hereinafter contained.
3. Upon certification of the installation of erosion and sediment control measures
by the Montville Zoning Enforcement Officer, the Contractor shall commence
construction by the installation of that area designated as 'Proposed Drive'
as delineated on Sheet 1 of 2 of the 'Excavation Plan', The 'Proposed Drive'
shat( be cleared, grubbed and rough graded. A non -tracking construction
entrance shall be provided immediately adjacent to Cherry Lane for a minimum
distance of 50 feet westerly of said Cherry Lane. Dust control shalt be
maintained as hereinafter provided. It should be noted that the proposed
quarrying operation wit( make use of the two existing woods roads located
immediately northerly and southerly of the area of the proposed operation.
The construction of the 'Proposed Drive' from the westerly side of Cherry
Lane to existing Contour 370 shalt be effected in accordance with the detail on
the 'Excavation Plan'. Existing stone chips shall be spread on the existing
access roads to the north and south of the proposed operation to provide a
stable base for vehicular traffic, to provide dust control during dry months
and to stabilize said access roads for erosion control purposes.
4, The permit request is a request to remove rock material from large rock
outcroppings on the site in the area delineated on Sheet 1 of 2 of the
'Excavation Plan'. Rock will be removed on a demand basis and removed from
the site. The essence of the operation will be tine removal of knobs of ledge
materials existing on site from existing elevations to proposed Fina( elevations
as delineated on Cross -Section 'A', Cross -Section 'B' and Cross -Section 'C'
on Sheet 2 of 2 of the 'Excavation Plan'.
5. Where possible, ledge material will be removed with the use of a backhoe and
rock drill, However, blasting will, from time to time, be necessitated in order
to dislodge ledge material for removal, Blasting will be effected by utilizing
small charges. Small charges must be employed in order to insure that the
rock does not fracture. Fracturing impairs the commercial marketability of the
rock.
The Contractor
shall at all times take adequate protective measures to prevent undue shock
resulting from said blasting or the dispersal of rock fragments and shall be
responsible for any damage which may result from said blasting operations.
The Contractor shall observe and comply with alt federal and state laws,
ordinances and regulations in any manner affecting blasting operations. The
Contractor shall notify each public utility company having structures in
pro,X11mity to the site of the work, and others who may be affected, of his
intention to use explosives,; and such notice shalt be given sufficiently in
advance to enable the companies, the Contractor and others to take such steps
as they deem necessary to protect utilities and property from injury. Such
notice shalt not relieve the Contractor of responsibility for any damage
resulting from blasting operations:
6. It is contemp(,ated that no site stabilization will be required in the immediate
areas of the quarrying operation due to the fact that the operation consists
solely of ledge removal to a specified elevation as delineated on Sheet 2 of 2
of the 'Excavation Plan'. Upon completion of the operations in accordance
therewith, a (edge surface at a lower elevation wit'. remain which will not
require site stabilization. Disturbed areas outside of the area of immediate
quarrying operations shall be stabilized as follows,
Top soil wilt be replaced and non -rock disturbed areas ✓gall be graded to a
slope- no greater than 311, Top soil will be spread at a minimum compacted
dep+i of 4 inches. Once the top soil has been spread, all stones 2 inches or
Larger in any dimension wit( be removed as well as debris. Agricultural
ground limestone shalt be applied at the rate of 2 tons per acres or 100 pounds
per LOGO square feet. 10-10-10 fertilizer or equivalent shall be applied at a
rate of 300 pounds per acre or 7.5 pounds per 1,000 square feet. The time and
fertilizer shall be worked into the soil to a depth of 4 inches. Thereafter, seed
shat be applied at the rate of 1 pound per 1,000 square feet utilizing the
following seedng nixture� Kentucky Blue Grass - 45'/., Creeping Red Fescue
4577„ Perennial Rye Grass - 10%, Seeding shall occur during the periods April
1 - ,lune 15 and August 1 - September 15, Fottowj.rig seeding, the seed bed
shall be firmed with a rotier, Upon completion of firming, disturbed areas
be mulched immediately with a hay mulch. If a permanent vegetative
stc,id cannot be established by September 30, the Contractor shall apply a
temporary cover on the top soil such as netting, mat or an organic mulch.
7. Silt fence, as required by the ',Excavation Plan' shalt be Installed as follows:
Filter Barrier Installation & Maintenance
A, Dig a 6' trench on the uphill side of the barrier location,
B. Position the posts on the downhill side of the barrier and drive the post
1,5 feet into the ground.
C. Lay the bottom 6' of the fabric in the trench to prevent undermining
and backfill,
D. Inspect and repair barrier after heavy rainfall.
E Sediment deposits are to be removed when they reach a height of one
foot behind the barrier and are to be deposited in an area which is not
regu(ated by the Ini.an6 'W'et- ands Commission.
6. Hay aces, as required by the 'Excavation Ptan' shall be installed as foltowsl

A, Bates shall be placed around all proposed catch basins with the ends of
the bates tightly abutting each other,
B Each ioa(e shalt be securety anchored with at least 2 stakes and gaps
between bates shalt be wedged with straw to prevent water from passing
between the bates.
C. Inspect bales after eacr': and repair or replace promptly as
eeaied. Remove sedimen4.t >� iind the bales when it has reached half the
J,neight of the bale and deposit in an area which is not regulated by the
Intand Wetlands Commission,
D. Inspe% tions and necessary repairs will be made twice weekly,
