10:02 AM – T/C from Montville Dispatch to contact Matt Williamson from DEEP at (860) 982-7067 regarding a
diesel fuel leak at Stony Brook Reservoir @ end of Cherry Lane. 10:08AM T/C to Williamson/DEEP who states
equipment is being replaced at the NDPU water treatment plant & leaked about 600 gallons of diesel fuel from
a 1000 tank over parking lot into grass swale to dry pond and associated wetlands areas beyond. Meet Rob
Shuler DEEP ERU on site. 10:15AM Text to M Vlaun to advise situation. 10:56AM T/C to Montville Dispatch to
advise entering T. Hall – they will have someone reset alarm if sounds. 11:15AM – Spoke with Mayor Ron
McDaniel who was aware of leak & asked I keep Fire Marshal Ed Shafer in the loop. Printed maps - left for site
investigation. 11:30AM Arrived at site. Spoke with Rob Shuler DEEP ERU. Observed and photographed spill
area from generator to swale to stormwater pond to wetlands areas. Reviewed remediation procedures with
Ron Swaney of Generators on Demand/Commercial Construction Group of Old Lyme who is Responsible Party.
Spill boomed at apparent limits. Diesel absorbed into dry pond and floating on surface past pond into
wetlands. Small pond & wetlands to be excavated to depth unknown at this time. DEEP on-site to test as
needed to determine adequate depth. Soil being excavated a section at a time and removed to roll off
dumpster. Silt fence to be installed when complete. Don Fortunato, CSS has been contacted & will be onsite
Monday. Requested I be contacted with time to meet. Fortunato will assess impacted wetlands and advise
remediation plan for replanting. Observed beginning of excavation process. Prior to leaving the site was
advised diesel fuel had leaked further into stream area beyond wetlands. Meet on site Sun., 10/2/16 at 10:00
